Increasing Global Overpumping Of Groudwater Is Contributing To Sea Level Rise

Pump too much groundwater and wells go dry—that’s obvious.

But there is another consequence that gets little attention as a hotter, drier planet turns increasingly to groundwater for life support.

So much water is being pumped out of the ground worldwide that it is contributing to global sea level rise, a phenomenon tied largely to warming temperatures and climate change.

It happens when water is hoisted out of the earth to irrigate crops and supply towns and cities, then finds its way via rivers and other pathways into the world’s oceans. Since 1900, some 4,500 cubic kilometers of groundwater around the world—enough to fill Lake Tahoe 30 times—have done just that.

“Long-term groundwater depletion represents a large transfer of water from the continents to the oceans,” retired hydrogeologist Leonard Konikow wrote earlier this year in one article. “Thus, groundwater depletion represents a small but nontrivial contributor to SLR [sea-level rise].”

Sea levels have risen 7 to 8 inches since the late 19th century and are expected to rise more rapidly by 2100. The biggest factors are associated with climate change: melting glaciers and other ice and the thermal expansion of warming ocean waters.

Groundwater flowing out to sea added another half-inch—6 to 7 percent of overall sea level rise from 1900 to 2008, Konikow reported in a 2011 article in Geophysical Research Letters. “That really surprised a lot of people,” he said in a recent interview with Reveal.

Konikow also has reported that 1,000 cubic kilometers—twice the volume of Lake Erie—were depleted from aquifers in the US from 1900 to 2008, and the pace of the pumping is increasing.

In California, so much groundwater has been pumped from aquifers in parts of the San Joaquin Valley that the land itself is starting to sink like a giant pie crust, wreaking havoc with roads, bridges and water delivery canals.

Not only is groundwater growing scarce, but we’re pumping out older and older water. In parts of California, cities and farms are tapping reserves that fell to Earth during a much wetter climatic regime—the ice age, a phenomenon that Reveal covered earlier this month and which raises questions about future supplies as the climate turns drier.

Last week, NASA senior water scientist Jay Famiglietti warned that “the state has only about one year of water supply left in its reservoirs, and our strategic backup supply, groundwater, is rapidly disappearing.”

According to Konikow, groundwater overdraft in the US accounted for about 22 percent of global groundwater depletion from 1900 to 2008, contributing about an eighth of an inch to global sea level rise.

“I was watching The HBO show “Politically Incorrect” earlier. A show hosted by Bill Maher, one of the arbitrators of mainstream left wing thought in the U.S. and recorded in California. He started out his show by including in his opening monologue, a passing and joking reference to this horrifying fact. And never mentioned it again. He spent the rest of the show talking about Iran, how terrible Republicans are and closed the show skewering them for cutting welfare for poor people and repealing the estate tax. Telling, in my view, on the general feeling among Americans, even those who consider themselves “eco/environmental/animal friendly”. Understanding that the situation is existentially dire, yet being laughed off/ignored/not fully accepted. Firmly in the land of denial and cognitive dissonance. Given the historic low temperatures and snowfalls that pummeled the eastern U.S. this winter, it might be easy to overlook how devastating California’s winter was as well.

As our “wet” season draws to a close, it is clear that the paltry rain and snowfall have done almost nothing to alleviate epic drought conditions. January was the driest in California since record-keeping began in 1895. Groundwater and snowpack levels are at all-time lows. We’re not just up a creek without a paddle in California, we’re losing the creek too.

Extremely low levels of water flowing through meandering streams of the east fork of the San Gabriel River in the Angeles National Forest show the effects of the prolonged drought. The water flows into the San Gabriel Dam and the Morris Dam, further downstream.

Data from NASA satellites show that the total amount of water stored in the Sacramento and San Joaquin river basins — that is, all of the snow, river and reservoir water, water in soils and groundwater combined — was 34 million acre-feet below normal in 2014. That loss is nearly 1.5 times the capacity of Lake Mead, America’s largest reservoir.

Statewide, we’ve been dropping more than 12 million acre-feet of total water yearly since 2011. Roughly two-thirds of these losses are attributable to groundwater pumping for agricultural irrigation in the Central Valley. Farmers have little choice but to pump more groundwater during droughts, especially when their surface water allocations have been slashed 80% to 100%. But these pumping rates are excessive and unsustainable. Wells are running dry. In some areas of the Central Valley, the land is sinking by one foot or more per year.

As difficult as it may be to face, the simple fact is that California is running out of water — and the problem started before our current drought. NASA data reveal that total water storage in California has been in steady decline since at least 2002, when satellite-based monitoring began, although groundwater depletion has been going on since the early 20th century.

Right now the state has only about one year of water supply left in its reservoirs, and our strategic backup supply, groundwater, is rapidly disappearing. California has no contingency plan for a persistent drought like this one (let alone a 20-plus-year mega-drought), except, apparently, staying in emergency mode and praying for rain.

In short, we have no paddle to navigate this crisis.

Several steps need be taken right now. First, immediate mandatory water rationing should be authorized across all of the state’s water sectors, from domestic and municipal through agricultural and industrial. The Metropolitan Water District of Southern California is already considering water rationing by the summer unless conditions improve. There is no need for the rest of the state to hesitate. The public is ready. A recent Field Poll showed that 94% of Californians surveyed believe that the drought is serious, and that one-third support mandatory rationing.

Second, the implementation of the Sustainable Groundwater Management Act of 2014 should be accelerated. The law requires the formation of numerous, regional groundwater sustainability agencies by 2017. Then each agency must adopt a plan by 2022 and “achieve sustainability” 20 years after that. At that pace, it will be nearly 30 years before we even know what is working. By then, there may be no groundwater left to sustain.

Third, the state needs a task force of thought leaders that starts, right now, brainstorming to lay the groundwork for long-term water management strategies. Although several state task forces have been formed in response to the drought, none is focused on solving the long-term needs of a drought-prone, perennially water-stressed California.

Our state’s water management is complex, but the technology and expertise exist to handle this harrowing future. It will require major changes in policy and infrastructure that could take decades to identify and act upon. Today, not tomorrow, is the time to begin.

Finally, the public must take ownership of this issue. This crisis belongs to all of us — not just to a handful of decision-makers. Water is our most important, commonly owned resource, but the public remains detached from discussions and decisions.

This process works just fine when water is in abundance. In times of crisis, however, we must demand that planning for California’s water security be an honest, transparent and forward-looking process. Most important, we must make sure that there is in fact a plan.

Call me old-fashioned, but I’d like to live in a state that has a paddle so that it might also still have a creek.

“Peak Water,” Giant Methane Blowholes And Ice-Free Arctic Cruises: The Climate Crisis Deepens

As the world burns, this month’s installment of Dahr Jamail’s climate disruption dispatch, is more of the same. Shitty. The latest illustration of the rapidly increasingly deterioration of earth to a state unsurvivable by life forms.  A day after this story was published marked Earth Overshoot Day, the day humanity had used up the carbon storing abilities and all the planet’s natural resources that Earth can provide in the year. Consider this information in the context of a brief description of the state of affairs from the latest IPCC report:

currently observed impacts might already be considered dangerous…. Extreme weather and rising sea levels, such as heat waves, flooding and droughts. It even raises, as an earlier report did, the idea that climate change will worsen violent conflicts and refugee problems and could hinder efforts to grow more food. And ocean acidification, which comes from the added carbon absorbed by oceans, will harm marine life…. Without changes in greenhouse gas emissions, climate change risks are likely to be high or very high by the end of the 21st century.”

The end of the 21st century projection is bullshit. It’s only purpose is to lead us to believe that the extinction inducing impacts are very far away. They are not.  The currently observed impacts will likely increase in a non-linear, exponential fashion, as more greenhouse gas emissions are released into the environment. It’s physics at this point, many of the conditions that existed during all of earth’s other mass extinctions exist now. Massive climactic shifts were the usual hallmarks of all previous extinctions. In short, as the esteemed climatologist said, we’re fucked. Burn baby burn!” -OSJ

We begin this month’s climate disruption dispatch with comments from NASA’s Earth Observatory about the extreme juxtaposition of temperatures we are experiencing in North America this summer.

“If you live in the northern hemisphere, the past few weeks have been strange,” NASA states. “In places where it should be seasonably hot – the eastern and southern United States and western Europe – it’s just been warm. In places where weather is usually mild in the summer – northern Europe, the Pacific coast of North America – it has been ridiculously hot.”

NASA continues:

Records for high temperatures (mid-30s°C, mid-90s°F) were approached or broken in Latvia, Poland, Belarus, Estonia, Lithuania, and Sweden in late July and early August. Searing temperatures also dried out forests and fuelled wildfires in Siberia; in the U.S. states of Oregon, Washington, and California; in the Canadian provinces of British Columbia, Alberta, and Northwest Territories; and even in Sweden. At the same time, cool air moved from high northern latitudes into much of the U.S., setting record-low daytime and nighttime temperatures as far south as Florida and Georgia. Temperatures dropped to the winter-like levels in the mountains of Tennessee.

The extremes generated by anthropogenic climate disruption (ACD) were off the charts last year, as well, according to a recently released report from Live Science.

In 2013, global temperatures continued their long-term rising trend as the planet hit new records for greenhouse gases, Arctic heat, warm ocean temperatures and rising global sea levels. Additionally, Arctic sea ice extent was its sixth lowest and continued to decline by 14 percent per decade, Super Typhoon Haiyan recorded the highest wind speed for a tropical cyclone with sustained winds reaching 196 mph, record high temperatures were recorded in the Arctic, including record temperatures being recorded 60 feet down into the permafrost.

Indeed, when we observe what is happening in the Arctic, just one look at this before (1979) and after (2014) photo of the ice cap makes the stark reality of our situation clear.

A study recently published in Nature warns that the two-headed dragon of air pollution and ACD will likely result in 50 percent more people going hungry by 2050, due to damaged crop growth.

This month’s overview of how the four aspects of the planet are being impacted by ACD provides another sobering reality check, demonstrating how rapidly our world is moving toward an unsurvivable state.

Earth

Examples of the impacts of ACD across planetary species (including our own), which are struggling to adapt, are plentiful this month.

In the far south, Antarctic climactic variations are causing dramatic changes in fur seals that are being born smaller, showing genetic changes, and breeding later in life.

Speaking of the poles, ACD is causing fish and other ocean life to migrate into previously cooler waters, causing disruptions of the previously balanced ecosystems in both areas.

Southern Britain is now beginning to be invaded by birds and bugs from the Mediterranean, which are being drawn by the UK’s abnormally hot sun.

Across Africa, population growth and ACD are causing increasing competition for land, which is leading to increasing violence across much of that continent. One example of this is the al-Shabaab Islamist militants forcing people off their lands for farming purposes.

In southwest Florida, mangroves already on the move due to ACD are now appearing as though they will drown within the next 100 years due to ever-increasing sea-level rise.

In the North Atlantic, the numbers of codfish spawning are at an all-time low, and regulators are pointing towards ACD as the reason.

Salmon in Oregon are feeling the impacts, as diminishing river flows, higher water temperatures and the effects of drought are combining to take their toll on the Klamath Basin fisheries. Not surprisingly, drought-plagued California is also seeing large numbers of juvenile salmon die off due to low river flows and hotter-than-normal temperatures.

In Washington State, Gov. Jay Inslee, a champion of working to both educate and mitigate the impacts of ACD is working overtime to inform people about how billions of baby oysters in his state are dying.

And finally, in what could easily be categorized as “disgusting human tricks,” ACD tourism is coming to the Arctic, where people can take a cruise ship for a trip through the now ice-free Northwest Passage.

Water

We know water is essential for the survival of all life – but it’s not just about drinking water. Seventy percent of world’s freshwater use is for irrigation. While each person drinks an average of one liter of water daily, it takes 2,000 liters per person to produce the food we eat.

Irrigated areas on the planet tripled to 700 million acres between 1950 and 2000, but after decades of constant and rapid increase, growth has slowed dramatically. This, coupled with a dramatic depletion of underground water resources, comprises an example of how “peak water” is likely upon us. The term frames our understanding around the growing lack of availability, quality and use of fresh water.

As of today, 18 countries that contain half the population of humans on the planet are over pumping their aquifers. China, India and the United States, which are the three largest grain producers on the planet, are included in these. Saudi Arabia has become the first country to predict that its aquifer depletion will shrink its harvest of grain, and will thus soon become completely dependent upon imports for all of its grain. Saudi Arabia has a population of 29 million.

Rivers that now run dry or are reduced to a tiny trickle before reaching the sea for at least part of the year now include the Colorado (a major river in the southwestern United States), the Yellow (the largest river in northern China), the Nile (the lifeline of Egypt), the Indus (which supplies the majority of Pakistan’s irrigation waters), and the Ganges (which is situated in India’s most populated area – the Gangetic basin).

Land grabs for farming are essentially water grabs, as demonstrated in Ethiopia, Sudan and South Sudan, where three-fourths of the Nile River Basin is located. These countries are already in a struggle with Egypt for that river’s water. This is but one example of dozens.

Speaking of conflicts over water, in India, armed bandits were recently threatening villagers with death unless they delivered 35 buckets of water a day. This is due primarily to the fact that since 2007, water in northern India has been scarce due to the annual monsoon delivering only half of what it used to.

In the United States, examples of “peak water” abound. Nowhere is peak water more evident than in California, where more and more farmers lack enough water to maintain their livelihoods. The record-breaking drought across the Golden State is hammering the lake and river tourism industry there, where marinas and boat ramps are becoming high and dry. Entire cities in California are now under threat of running completely out of water, and country groundwater levels are falling at higher rates than is normal as a result of the severe drought.

In fact, California’s drought has become one of the worst in North American history, as the state is short more than one year’s worth of reservoir water for this time of year. The streams continue to dry up, and crops are dying off as three years of persistent drought conditions continue. Recently, dire conditions forced the state to implement statewide emergency water-conservation measures to preserve what is left of the water.

The drought has continued to intensify relentlessly throughout much of the summer, transforming the global food market in the process, since California is the nation’s biggest agricultural state by value. Impacts have reverberated as far away as China, where the California drought has resulted in an increase in the price of milk.

The US Southwest is showing broader signs of “peak water,” as a recently published study by NASA and University of California, Irvine has revealed that groundwater in the Colorado River Basin is disappearing at a “shocking” rate.

Mapping the droughts across the United States over the decades reveals that in the last 10 years, droughts in some regions are rivaling the epic droughts of the 1930s and 1950s.

Nevada’s Lake Mead, the largest reservoir in the United States, is currently at an all-time low, which translates to water shortages likely being declared across a region that is home to 40 million people located in seven of the fastest-growing states in the country.

Other global examples of decreasing water availability include snow missing from New Zealand’s ski slopes, and severe drought in China looking as though it will end 11 years of harvest growth.

The other end of the water spectrum, too much water, is being impacted by ACD, including rising sea levels and ocean acidification. Boston city leaders are looking into building canals in order to mitigate and adjust to ACD as global sea levels continue to rise.

The city of Miami Beach is proposing an increase in storm water fees to fund city projects in an effort to deal with sea-level rise. In nearby Miami, the contrast is clear in a city leadership who is populated largely by ACD deniers, hence the low-lying city is looking like it will be the first American Atlantis for lack of acceptance, mitigation and adaptation measures.

North Carolina’s Outer Banks are vanishing due to development and ACD, according to scientists, while up in Alaska, several communities that are fishing-dependent are under threat from increasing ocean acidification, which is what happens when large amounts of carbon dioxide are absorbed into marine waters.

Back in New Zealand, rising sea levels are threatening to drive Torres Strait Islanders from their homes as the low-lying islands are becoming engulfed by the ocean.

These are but a few examples of what is to come, as recent information published by the National Climatic Data Center shows that the planet set the new mark for the hottest June on record. This was due in large part to the planet having the hottest ocean temperatures since recordkeeping began over 130 years ago.

Air

The capital city of Texas is expected to see summertime high temperatures six degrees above its current average high, in addition to seeing temperatures over 110 degrees Fahrenheit in the city more than 20 days per year by the end of this century, according to a recent study commissioned by the city of Austin.

New research has shown that tornadoes are becoming increasingly common over the last 60 years, and ACD is the driver of the change.

July saw new all-time heat records in the Siberian town of Norilsk, which is just above the Arctic Circle and known as one of the world’s coldest cities, where temperatures were on par with those in the Mediterranean.

Several massive methane blowholes that left craters in Siberia recently have left much of the scientific community scratching their heads, but the fact that methane is involved is extremely worrisome. One of the craters is 200 feet across, and appears bottomless. Russian scientists found extremely high concentrations of methane at the bottom of the first crater found.

In the atmosphere, methane is a greenhouse gas that, on a relatively short-term time scale, is far more destructive than carbon dioxide.  It is 23 times as powerful as carbon dioxide per molecule on a 100-year timescale, 105 times more potent when it comes to heating the planet on a 20-year timescale – and the Arctic permafrost, onshore and off, is packed with the stuff.

NASA has already reported about the threat posed by the distinct possibility of a massive amount of methane being released from the Arctic – which holds five to six times the carbon equivalent of that humans have burned in our entire existence on Earth – along with the fact that most of this carbon is located in thaw-vulnerable top soils within 10 feet of the surface.

However, the NASA report was from June 2013. Now, researchers surveying the Arctic Ocean’s seafloor are expressing even graver concerns over their findings, which include plumes of methane rising in bubbles from the sea floor.

Widely published climatologist Jason Box, who closely followed the research expedition, responded to what he saw with a tweet that quickly went viral: “If even a small fraction of Arctic sea floor carbon is released to the atmosphere, we’re f’d.”

Moving beneath the Arctic Ocean where methane hydrates – often described as methane gas surrounded by ice – exist, a March 2010 report in Science indicated that these cumulatively contain the equivalent of 1,000 to 10,000 gigatons of carbon. Compare this total to the 240 gigatons of carbon humanity has emitted into the atmosphere since the industrial revolution began.

This is why Box’s abrupt and blunt statement is as prophetic as it is shocking, coming from a scientist of his caliber.

To underscore this point, a study just published in the Proceedings of the National Academy of Sciencesshows that the rapid rise in temperatures in the Arctic (since 2000, temperatures in the Arctic have risen twice as fast as the rest of the world) are linked directly to changes in extreme weather and global wind patterns.

Fire

It is now well known that ACD is generating larger, hotter wildfires burning earlier and later than their historic seasons. This summer we are witnessing “unprecedented” wildfires across Washington and Oregon, where evacuations are ongoing and homes continue to burn to the ground.

One of the fires in Washington smashed all previous records, becoming the largest that state has ever seen, so far. The governors of both Washington and Oregon declared states of emergency because of several major fires burning in their states. California’s Gov. Jerry Brown did the same, as he declared a state of emergency due to threats posed by several dozen wildfires in his state.

Just after California was declared in a state of emergency, the Obama administration released a video that linked the fires to ACD. In it, White House science adviser John Holdren said: “While no single wildfire can be said to be caused by climate change, climate change has been making the fire season in the U.S. longer and on average more intense.” He went on to say that annual western wildfires in the United States had “increased several-fold in the last decade” alone, and pointed out how the eight worst years on record for “area burned” by wildfires had all occurred “since 2000.”

In total, the amount of acres consumed by wildfires has doubled to more than 7 million annually, and the US fire season has expanded from 60 to 80 days since 1980.

Canada is being hammered by record-breaking wildfires as well. Large forest fires across the remote Northwest Territories are extending their reach far above average for the year, thus far. Canadian scientists are all too aware of the fact that fires like this are the new normal for their country, thanks to ACD. Across the globe, desertification is threatening what is left of the planet’s fertile lands, as extreme heat and aridity are spreading as ACD progresses.

Denial and Reality

The willful ignorance of the fossil-fuel industry-funded ACD denier/skeptic movement in the United States continues to astound.

Rep. Paul Ryan (R-Wisconsin) recently told reporters that “climate change occurs no matter what,” and that the EPA’s efforts to reduce emissions from existing power plants are “outside of the confines of the law,” and amount to no more than “an excuse to grow government, raise taxes and slow down economic growth.”

A poll involving 20 countries and more than 16,000 people revealed that the United States leads the planet when it comes to ACD denial, finding that 52 percent of US citizens agreed with this statement: “The climate change we are currently seeing is a natural phenomenon that happens from time to time.” The United States was tied by India, and China was a close second.

The United States also got the blue ribbon for having a scant 32 percent of its population disagree with this statement: “The climate change we are currently seeing is largely the result of human activity.” Australia, which just repealed its carbon tax, came in second with that statement, with 25 percent of its population saying they didn’t believe in ACD.

Back in the real world, the US military is not letting polls nor politicians hinder its planning for ACD as it is pushing forward on strategies with partner nations to mitigate security effects resulting from ACD.

NOAA recently released its 2013 State of the Climate, and said the planet continued to warm at an unhealthy pace last year, and in fact revealed, “The planet is changing more rapidly . . . than any time of modern civilization.” Meanwhile, Climate Central released an amazing tool, where you can view “1001 Blistering Future Summers,” enabling the user (us) to interact and see what 1,001 cities’ summers will be like by 2100. By way of example, using the tool you can see how, by 2100, summers in Phoenix (103.96 degrees Fahrenheit) will be like summers now in Kuwait (114.08 degrees Fahrenheit).

A recent NASA study showed that as climate models factor in temporary warming and cooling impacts of El Nino and La Nina, they are accurate predictors of global warming. This is consistent with recent studies that show how global temperatures appear to be set to rise rapidly.

As has been mentioned in these dispatches previously, the planet is now in the early stages of its sixth mass extinction event, and humans are indeed responsible, according to yet another published study, this one in Science.

According to the study, large vertebrate animals (megafauna), which include elephants and polar bears, face the steepest decline since they require large habitats and are targeted by human hunters. The loss of megafauna places ecosystems off balance and leads to consequences like massive rodent infestations that proceed to impact the well-being and stability of a large segment of species, including humans. The study highlights how the particularly steep decline of megafauna we are seeing now is characteristic of all the previous mass extinction events.

Massive climactic shifts (cooling or warming) were the signatures of the five worst mass extinction events of the planet, and each are believed to have been triggered by either asteroid impacts or volcanism.

Given the massive injection of carbon dioxide gasses into the atmosphere by humans and the fact that large amounts of methane are already being released in the Arctic which many scientists believe is already a runaway feedback loop that will add several more degrees warming to the planet, the current mass extinction event may closely resemble the Permian-Triassic extinction that happened about 251 million years ago.

During that extinction event, earth’s worst, 95 percent of all species were killed off.

IPCC Report: Effects Of Anthropogenic Climate Change Happening Now In Real Time, Threaten Global Food Stocks & Humankind. Worst Yet To Come.

The report was built on the work of more than 300 scientists drawing from 12,000 scholarly articles to produce the most comprehensive picture of climate risks to date. Pachauri said the report provided all that governments could need for coming up with a strategy for cutting greenhouse gas emissions and protecting populations from climate change. The volume of scientific literature on the effects of climate change has doubled since the last report in 2007, and the findings make an increasingly detailed picture of how climate change – in tandem with existing fault lines such as poverty and inequality – poses a much more direct threat to life and livelihoods…. This was reflected in the language. It found many freshwater and marine species had shifted their geographical range due to climate change…But the report said climate change was growing more evident in human systems as well, where it posed a series of risks….Climate change was already beginning to affect crop yields, especially for wheat and maize, and the report says that yields could decline sharply towards the middle of the century…The scientists found climate change was a driver of violent conflicts and migration, and was exacerbating inequality, making it harder for people to claw their way out of poverty…Climate change was also a factor in the rise of mega-disasters. The report said climate change was driving recent heatwaves and droughts, and was a risk factor for wildfires….At the forefront of those risks was the potential for humanitarian crisis. A United Nations report raised the threat of climate change to a whole new level on Monday, warning of sweeping consequences to life and livelihood.

The report from the UN’s intergovernmental panel on climate change concluded that climate change was already having effects in real time – melting sea ice and thawing permafrost in the Arctic, killing off coral reefs in the oceans, and leading to heat waves, heavy rains and mega-disasters.

And the worst was yet to come. Climate change posed a threat to global food stocks, and to human security, the blockbuster report said.

“Nobody on this planet is going to be untouched by the impacts of climate change,” said Rajendra Pachauri, chair of the IPCC.

Monday’s report was the most sobering so far from the UN climate panel and, scientists said, the most definitive. The report – a three year joint effort by more than 300 scientists – grew to 2,600 pages and 32 volumes.

The volume of scientific literature on the effects of climate change has doubled since the last report, and the findings make an increasingly detailed picture of how climate change – in tandem with existing fault lines such as poverty and inequality – poses a much more direct threat to life and livelihood.

This was reflected in the language. The summary mentioned the word “risk” more than 230 times, compared to just over 40 mentions seven years ago, according to a count by the Red Cross.

At the forefront of those risks was the potential for humanitarian crisis. The report catalogued some of the disasters that have been visited around the planet since 2000: killer heat waves in Europe, wildfires in Australia, and deadly floods in Pakistan.

“We are now in an era where climate change isn’t some kind of future hypothetical,” said Chris Field, one of the two main authors of the report.

Those extreme weather events would take a disproportionate toll on poor, weak and elderly people. The scientists said governments did not have systems in place to protect those populations. “This would really be a severe challenge for some of the poorest communities and poorest countries in the world,” said Maggie Opondo, a geographer from the University of Nairobi and one of the authors.

The warning signs about climate change and extreme weather events have been accumulating over time. But this report struck out on relatively new ground by drawing a clear line connecting climate change to food scarcity, and conflict.

The report said climate change had already cut into the global food supply. Global crop yields were beginning to decline – especially for wheat – raising doubts as to whether production could keep up with population growth.

“It has now become evident in some parts of the world that the green revolution has reached a plateau,” Pachauri said.

The future looks even more grim. Under some scenarios, climate change could lead to dramatic drops in global wheat production as well as reductions in maize.

“Climate change is acting as a brake. We need yields to grow to meet growing demand, but already climate change is slowing those yields,” said Michael Oppenheimer, a Princeton professor and an author of the report.

Other food sources are also under threat. Fish catches in some areas of the tropics are projected to fall by between 40% and 60%, according to the report.

The report also connected climate change to rising food prices and political instability, for instance the riots in Asia and Africa after food price shocks in 2008.

“The impacts are already evident in many places in the world. It is not something that is [only] going to happen in the future,” said David Lobell, a professor at Stanford University’s centre for food security, who devised the models.

“Almost everywhere you see the warming effects have a negative affect on wheat and there is a similar story for corn as well. These are not yet enormous effects but they show clearly that the trends are big enough to be important,” Lobell said.

The report acknowledged that there were a few isolated areas where a longer growing season had been good for farming. But it played down the idea that there may be advantages to climate change as far as food production is concerned.

Overall, the report said, “Negative impacts of climate change on crop yields have been more common than positive impacts.” Scientists and campaigners pointed to the finding as a defining feature of the report.

The report also warned for the first time that climate change, combined with poverty and economic shocks, could lead to war and drive people to leave their homes.

With the catalogue of risks, the scientists said they hoped to persuade governments and the public that it was past time to cut greenhouse gas emissions and to plan for sea walls and other infrastructure that offer some protection for climate change.

“The one message that comes out of this is the world has to adapt and the world has to mitigate,” said Pachauri.

Anthropogenic Climate Change Setting The Stage For Worldwide Wars Over Decreasing Food & Water

As for example, Syria suffered from devastating droughts in the decade leading up to its rebellion as the country’s total water resources cut in half between 2002 and 2008. Failing harvests in the US, Ukraine and other countries this year have eroded reserves to their lowest level since 1974. The US, now holds in reserve a historically low 6.5% of the maize that it expects to consume in the next year… We’ve not been producing as much as we are consuming. That is why stocks are being run down. Supplies are now very tight across the world and reserves are at a very low level, leaving no room for unexpected events… Global grain consumption has exceeded production in 8 of the last 13 years, leading to a drawdown in reserves. Worldwide, carryover grain stocks—the amount left in the bin when the new harvest begins—stand at 423 million tons, enough to cover 68 days of consumption. This is just 6 days more than the low that preceded the 2007–08 grain crisis, when several countries restricted exports and food riots broke out in dozens of countries because of the spike in prices…. Lester Brown, president of the Earth policy research centre in Washington, says that the climate is no longer reliable and the demands for food are growing so fast that a breakdown is inevitable, unless urgent action is taken.Food shortages undermined earlier civilisations. We are on the same path. Each country is now fending for itself. The world is living one year to the next.” We are entering a new era of rising food prices and spreading hunger. Food supplies are tightening everywhere and land is becoming the most sought-after commodity as the world shifts from an age of food abundance to one of scarcity,” says Brown. “The geopolitics of food is fast overshadowing the geopolitics of oil.”His warnings come as the UN and world governments reported that extreme heat and drought in the US and other major food-exporting countries had hit harvests badly and sent prices spiralling. “The situation we are in is not temporary. These things will happen all the time. Climate is in a state of flux and there is no normal any more. “We are beginning a new chapter. We will see food unrest in many more places.”  Armed aggression is no longer the principal threat to our future. The “Arab Spring”, Unrest in Venezuela, Ukraine, and dozens of other countries on all continents are not about “freedom” and “democracy” and “people rising up against dictators”. it’s about food. And the shrinking availability of it as a result of Anthropogenic Climate Change. The “warming of the Arctic” could become one of the greatest catastrophes in human history, even exceeding the notoriety of Adolf Hitler and Genghis Khan. Likely, it will impact more people than the combined effect of those brutal leaders. In fact, global warming may eventually be categorized as the greatest threat of all time, even greater than the Black Death’s 75-to-200 million dead, circa 1350.

The integrity of Arctic sea ice is essential to prevent the risks of (1) methane outbreak and/or (2) fierce, damaging weather throughout the Northern Hemisphere. Regrettably, the Arctic “sea ice area” registered a seasonal record low on March 10, 2014 at 12.95 million square kilometers. Whereas, ‘maximum ice growth’ is usually expected in March, not all-time seasonal lows immediately preceding the onset of summer.1

Extreme weather events, as a consequence of the warming Arctic, will likely wreak havoc over the entire Northern Hemisphere, causing severe droughts, freezing cold spells, and widespread flooding (some early evidence of this is already at hand.)

These combinations of extreme weather events have the potential to rival the damage of the great mythical floods. Already, Eastern Europe had a taste of extreme climate change in 2013 when a once-in-500-year flood hit hard, wiping out vast swaths of cropland.

In the future, when shortages of food and water become more commonplace because of extreme climactic change, it is probable that desperate groups of roughnecks will battle for food and water, similar to the dystopia depicted in Mad Max (Warner Bros. 1979) the story of a breakdown of society where bandit tribes battle over the last remaining droplets of petroleum.

Over time, climate change is setting the stage for worldwide wars over food & water.

Origin of Food and Water Wars

Research conducted by Jennifer Francis, PhD, Rutgers University – Institute of Marine and Coastal Sciences, shows that Arctic sea ice loss, with its consequent warming, impacts upper-level atmospheric circulation, radically distorting jet streams above 30,000 feet, which adversely affects weather patterns throughout the Northern Hemisphere.2

In 2009 the UN and the International Federation of Red Cross and Red Crescent Societies reported that more than 800,000 Syrians lost their entire means of livelihood because of drought.5

In the recent past, ferocious weather conditions have struck all across the planet, for example: a once every 500-year flood in Eastern Europe, a once in 50-year drought in the U.S. Midwest, the worst drought in 200 years in China, affecting more people than the entire population of North America; the worst flooding in Pakistan in 100 years (a continuous deluge lasting for over a month); the most costly flash flood damage in Canada’s modern history; Syria’s drought has been classified as the worst in the history of the Fertile Crescent while Brazil is experiencing it’s worst drought in decades, the list goes on, and on, and on.
Merciless weather is lashing out with torrential storms and embedded droughts like never before. No other period of time in modern history comes close.

The reason behind the weather dilemma has everything to do with global warming in the Arctic, which is warming 2-3 times faster than elsewhere on the planet. In turn, the Arctic, which serves as the thermostat for the entire Northern Hemisphere, is disrupting the jet streams, which, as a result, influences weather patterns throughout the hemisphere, causing droughts and torrential storms to become “embedded or stalled” for long duration, e.g., Colorado’s torrential downpour and massive flooding in 2013, which was as fierce as superabundant coastal tropical storms but not at all like mid-latitude, middle America storms.

History Repeats

Once food and water shortages become widespread as a result of a more extreme and unpredictable climate behavior, it is highly probable that people all across the planet will become so disgusted and distraught that they’ll be looking for blood.

In that regard, history shows that, during such times, desperation overrides prudence. Therefore, hiding behind security gates and armed troops won’t make a difference, similar to the late 18th century French Revolution when masses of citizens used pitchforks, stones, and sticks to overwhelm the king’s formidable armed forces. At the time, France was one of the mightiest forces in the world, but like toy soldiers, its army fell at the hands of its own citizens.

In the end, civilizations cannot, and have not, survived the forces of desperation born of starvation.
In the case of Paris, two years of poor grain harvests because of bad weather conditions set the stage for revolution. On June 21, 1791 the king, queen, and their attendants fled their Paris residences, whisked away in carriages, as masses of enraged, starving protestors swarmed the city streets.

The forewarnings had been there years beforehand. On August 20, 1986 Finance Minister Calonne informed King Louis XVI that the royal finances were insolvent (because of costly foreign wars- like the U.S. today) Hard times hit (also similar to U.S. today) Six months later the First Assembly of Notables met, resisting imposition of taxes and fiscal reforms (similar to the U.S. right wing today) It was nearly three years later April 27th, 1789 when the Reveillon Riot in Paris, caused by low wages (like U.S. wages today, Wal-Mart, McDonalds) and food shortages (not in U.S. yet), led to 25 deaths by troops.

Thereafter, the public’s anger grew to a fever pitch. On July the 14th rioters stormed the most notorious jail for political prisoners in all of France, the Bastille. By July 17th the “Great Fear” had begun to taken command of the streets as the peasantry revolted against their socio-economic system.

One of their prime targets was Queen Marie Antoinette, the Dauphin of the world’s most powerful monarchy, whose last spoken words were delivered to Henri Sanson, her executioner, as she accidentally stepped on his foot upon climbing the steps of the scaffold: “Monsieur, I ask your pardon. I did not do it on purpose,” before losing her head in front of tens of thousands of cheering Parisians, screaming “Vive la Nation!

Flash forward in time into the future, and imagine the backlash in the country if food shortages hit America because of the failure of the government to set policies to convert fossil fuels to renewable energy sources. As such, the US could have led the entire world to conversion to renewable sources of energy. As things stand, it is a “missed opportunity.”

In stark contrast to America’s reluctance, Scotland’s energy sources are already 40% renewables and will be 100% by 2020.

Food and Civil Disturbances

According to a landmark study, “Food insecurity is both cause and a consequence of political violence.” Henk-Jan Brinkman and Cullen S. Hendrix, Food Insecurity and Conflict, The World Development Report 2011.
The link between high grain prices and riots is well established. For example, according to The Economist magazine (December 2007), when high grain prices sparked riots in 48 countries, the magazine’s food- price index was at its highest point since originating in 1845.

As for a more current situation, the Arab Spring uprisings of 2011 brought political and economic issues to the forefront, but behind the scenes, climate stress played a big role.

According to Marco Lagif of the New England Complex Systems Institute (NECSI) in Technology Review, MIT, August 2011, the single factor that triggers riots around the world is the price of food. The evidence comes from data gathered by the United Nations that plots the price of food against time, the so-called Food Price Index of the Food and Agriculture Organization of the UN.

On December 13, 2011, four days before Mohamed Bouazizi set himself on fire in Tunisia, sparking the Arab Spring riots, NECSI contacted the U.S. government, warning that global food prices were about to cross the tipping point when almost anything can trigger riots.

Accordingly, the NECSI study was presented, by invitation, at the World Economic Forum in Davos and was featured as one of the top ten discoveries in science in 2011 by Wired magazine.

“Definitely, it is one of the causes of the Arab Spring,” says Shenggen Fan, director-general of the International Food Policy Research Institute. As well, it is increasingly clear that the climate models that predicted the countries surrounding the Mediterranean would start to dry out are correct.6

As for Syria, it is a prime example of the drama of changing climatic conditions and the consequences. The country’s farmlands north and east of the Euphrates River constitute the breadbasket of the Middle East. Unfortunately, up to 60 percent of Syria’s land experienced one of the worst droughts on record from 2006-11.
In Syria’s northeast and the south, nearly 75 percent suffered total crop failure. Herders in the northeast lost 85 percent of their livestock. According to the UN, 800,000 Syrians had their livelihoods totally wiped out, moving to the cities to find work or to refugee camps, similar to what happened in Paris in the late 18th century.

Furthermore, the drought pushed three million Syrians into extreme poverty. According to Abeer Etefa of the World Food Program, “Food inflation in Syria remains the main issue for citizens,” eerily similar to what occurred in France in the late 18th century just prior to it’s revolution.
The French Revolution Redux, in America?

As countries like the United States hastily continue their pursuit of policies dedicated to ‘energy independence’ by fracking, using extreme pressure to force toxic chemicals underground to suck up every last remnant of oil and gas, the warming of the Arctic is elevated, and the jet streams become more distorted, resulting in extremely harsh, deadly and unpredictable weather systems, pummeling the entire Northern Hemisphere.

Eventually, the outcome leads to shortages of food, and like a flashback of 18th century France, people starve or fight.

One-third of all the organic farmers in the United States are now reporting widespread contamination by genetically modified crops. Over half of the growers have had entire loads of their grain rejected due to their having unwittingly been contaminated by GMO’s.

Speaking of frankenfood, in Sri Lanka and South American, an herbicide developed by Monsanto, along with a phosphate fertilizer, are likely the causes of an epidemic of a mysterious kidney disease in the areas where rice and sugarcane are grown.

On the fossil fuel front, in Canada, large man-made lakes of oil sands mining waste are leaking into the Athabasca River, while “progress” is being made towards the building of two new giant pipelines that would rapidly expand Alberta’s tar sands project.

In Australia, it was recently revealed that the Australian “Environment Department” did not conduct an independent analysis of how much it would cost monetarily to dump dredged soil onto land before it granted permission to dump it on the Great Barrier Reef.

Given the ever-growing preponderance of our usage of electronics, all of us are morally obligated to look at these photos of Agbogbloshie, which was formerly a wetland in Accra, Ghana. Today, it is now the world’s largest e-waste dumpsite, where discarded computer monitors are used to build footbridges to cross rivers.

A new study has confirmed that a magnitude 5.7 earthquake in Oklahoma – one of the state’s biggest man-made quakes – was caused by fracking-linked wastewater injections.

Water

Even the depths of the oceans are now at risk.

Two and a half miles deep in the middle of the Pacific Ocean, mining companies are looking for ore deposits needed to keep feeding the industrial machine and continued production of “smart” phones. The number of companies looking to mine the pristine ocean depths has tripled in recent years, and the deputy secretary general of the International Seabed Authority had this to say of the ramping up of movement toward destroying ecosystems we hardly understand: “The amount of activity has expanded exponentially.”

Never mind that the rapacious machine that runs upon exponential growth has quite possibly already driven Anthropogenic Climate Disruption (ACD) past the point of no return, making short-term human extinction not out of the realm of possibility.

Like the rest of the planet, the oceans are being mined, drilled, dredged, polluted and irradiated.

Examples of this abound, but here are just a few.

The state of Alaska now wants the federal government to remove endangered species protections for humpback whales, so as to remove a hurdle for companies that want to explore the Arctic Coast for oil. Given that the Obama administration has provided no evidence that the president will make a decision that would prioritize environmental protection over corporate profit, humpback whales are in trouble. Even the Supreme Court is doing what it can to protect the major emitters of greenhouse gases.

The lunacy of Alaska’s decision comes into even clearer focus given the fact that this year’s Iditarod sled dog race is facing a minor problem – not enough snow.

A new study led by NASA researches shows that fresh water flowing from rivers into the Arctic Ocean is having a powerful impact on the extent of sea ice cover, since the warm water discharges accelerate the melting of sea ice near the coast. This melting also has a wider climate impact: It creates more open water, which is darker than ice and thus absorbs more heat from sunlight, further accelerating planetary warming.

Not surprisingly, in the Gulf of Mexico, dolphins that were exposed to BP’s oil and dispersants from what remains (to date) the largest marine oil disaster in US history, are suffering from a host of maladies, including lung disease and adrenal problems.

A new study published in Current Biology shows that small fragments of plastic waste are damaging the health of lugworms, which happen to be a key cog in the marine ecosystem.

A massive die-off of oysters and scallops off the coast of British Columbia has fishermen and seafood salespersons deeply troubled. Ocean acidification, a direct result of ACD, is suspected as the cause. Further south, Brazil’s shellfishing communities are now blighted by industrial pollution. “There’s this chemical product in the water,” fisherwoman Edinilda de Ponto dos Carvalhos said of the phenomenon. “It has no smell, but it kills everything.”

Off the coast of South Africa, 4,000 penguins and hundreds of seabird nests were oiled when a fishing trawler carrying approximately 2,500 gallons of diesel fuel ran aground less than three miles from the Betty’s Bay Marine Protected Area.

Back in the United States, a recent oil spill closed down a 65-mile stretch of the Mississippi River that included the Port of New Orleans. The Mississippi, of course, flows into the fragile marsh, where 90 percent of all the organisms in the Gulf of Mexico spend some part of their lives.

Drinking water problems continue to grow all over North America.

People in Clearfield County, Pennsylvania, are trying to stop the state from spreading sewage sludge on soils. The state calls the sewage sludge “biosolids” and says it will enrich the soil and improve the overall health of the land and animals. The people are complaining of the stench of the sewage, in addition to the fact that it is making them sick.

Speaking of feces, factory farms of pigs are poisoning Iowa’s drinking water, due to the fact that millions of pigs are jammed into overcrowded barns across the state. While they are being fattened for slaughter, they are also breeding superbugs, which can find their way into the groundwater.

Meanwhile in Delaware, the water quality of the creeks, rivers and streams running through the state is so bad that little of it is even considered healthy. In fact, 94 percent of the state’s rivers and streams are so polluted, fish are unable to thrive. Humans are even told not to swim in 85 percent of them.

In West Virginia, the January chemical spill that contaminated drinking water for 300,000 West Virginians around Charleston garnered immense media coverage. However, most Americans remain unaware of the fact that many people in rural West Virginia living in places outside the reach of the spill had already been living without drinkable tap water for months, and in some places, years due to contamination from the mining industry.

Of course the rapacious march for ever more oil drilling continues apace, with prospectors now hoping to find their next big gusher in south Florida’s fragile Everglades, whose wetlands are habitats for more than 60 threatened and endangered species, along with the fact that they play an integral role in providing around 7 million residents in south Florida with their drinking water.

As the industrial growth society continues its destructive trundle of consumption and pollution in the name of increasing profit for next quarter’s financial statement, the signs of ACD continue unabated.

Low-lying countries are, of course, already losing land to rising oceans, with even greater displacement coming soon. A recent report shows that Indonesia will likely lose an estimated 1,500 islands to rising oceans by the year 2050. But before that happens, likely by 2030, the country’s International Airport, which serves the capital, will be completely under water. In fact, Jakarta, with 40 percent of its land below sea level, is sinking and will see all of its northern districts turn into lakes by the time the airport is under water.

The flipside of rising seas is increasing drought and/or flash floods on the continents.

In northern India, the once massive Tawi River used to flow through the city of Jammu so powerfully that residents had to take boats to cross it. Today, the river is barely knee deep for most of the year and has turned into a dumping ground for untreated city waste.

Ongoing research published recently in the journal Nature Climate Change shows us that the number of days with extreme heat will continue to increase even when the overall average does not. And, disturbingly, it is these days of heat extremes, not the average daily temperatures, that matter most when it comes to impact on wildlife, farming and humans.

Another recent report forecasts California’s climate to continue to become hotter and drier, aside from occasional torrential rains and flash floods. The state will continue to get less and less water from an ever-decreasing snowpack in the Sierra Nevada, and the Pacific Ocean will continue rising and consuming the state’s coastal areas.

Weather extremes, the new normal due to ACD, are visible daily around the globe.

Malaysia, a country that usually brings to mind tropical rainforests and beaches, now finds millions of residents having to ration their water due to a scorching drought.

Sri Lanka is also in the midst of an extreme heat wave and accompanying drought. Fears there continue to mount as increasing power cuts and interruptions to the country’s water supply due to low reservoir levels worsen.

The flip side of this part of the climate coin is deluges of rain and the flooding that comes with it.

Residents on Caribbean islands hit by massive storms over Christmas are still struggling to recover, as are folks in the UK, who have recently experienced the worst flooding in the history of the country. A recent study brings no solace to UK residents, as it shows that the frequency of severe flooding across Europe is set to double by 2050, a phenomenon which will bring a fivefold increase in annual economic losses resulting from flooding.

Australia can expect the other extreme, as the recent State of the Climate report by Australia’s Bureau of Meteorology shows the country being hit by even more extreme heat and high fire danger and the southern regions of the country drying up. The report says these trends will only continue to accelerate as the planet continues heating up and that the projected increase in the number of extremely hot days is underlined by the fact that there were more extreme heat days in 2013 than in the entire 1910-1940 period.

This is particularly bad news, given that the current drought in Queensland is officially the worst and most widespread on record, with 15 more districts and shires in Australia recently declaring drought.

A coal seam gas project in Australia has contaminated a nearby aquifer with uranium at levels 20 times higher than those set by safe drinking water guidelines.

Regarding the oceans, ACD has advanced enough already that even the ocean dynamics of Antarctica are being disrupted, according to another recent study. The report cites the example of a massive ice-free region the size of New Zealand, which used to be a frozen part of the ice blanket of the southern ocean surrounding the ice continent, but has recently disappeared from the region.

Meanwhile at the other pole, new research shows that the Arctic sea ice season has been shortening by five days per decade, due to the formation of sea ice being delayed by warming weather. The study, which appeared in the journal Geophysical Research Letters, indicates that the Arctic Ocean is absorbing more of the sun’s energy in the summer due to shrinking ice cover, and this is leading to the delayed appearance of the autumn sea ice.

Air

Is it not amazing that humans construct massive cities, populate them by the millions, then live amid pollution so intense it kills us?

Beijing is perhaps the best example, being the worst-case scenario of countless smog-choked cities around the planet. Scientists have deemed the air there to be so bad the place is “barely suitable” for living. Last year’s monitoring of Chinese cities showed that more than 95 percent of them failed to meet environmental standards.

Air pollution from coal already kills over 1,000,000 people per year in China, and in vast swaths of the country, life expectancy is already reduced by at least five years.

In fact, Chinese scientists now warn that the entire country’s air pollution is so bad that it resembles a nuclear winter that is even slowing the photosynthesis in plants, which of course will be catastrophic to the country’s food supply for its massive population.

Amazingly, the Chinese state is deploying drones that will spray chemicals into the smog, causing it to solidify and fall to the ground, as part of their “war on pollution.”

In Australia, residents in the Latrobe valley are protesting because smoke from a nearby coalmine fire has blanketed their area for several weeks, bringing the town to a standstill and turning the town into a “national disaster” since the pollution reached levels more than 22 times above the recommended safe levels, triggering a health alert.

Then there are the other ongoing, unintended consequences.

Researchers recently found an ancient “giant virus” that was, emphasis on “was,” buried deep within the Siberia permafrost. The virus had been previously untouched for more than 30,000 years, but now has been revived. Scientists, of course, blame ACD and “industrial activities” for bringing this and other potential pathogens to the surface.

Another pathogen, the West Nile virus, is now expected to increase in incidence, also due to advancing ACD.

Warmer temperatures are also now causing malaria to spread to new altitudes in the African and South American highlands, traditionally havens from the disease, scientists say.

A doctor in the United States is now proclaiming that ACD constitutes a public health emergency, because it is causing an increase in asthma, hay fever, ADHD, blue baby syndrome and gastroenteritis.

Fire

Radiation from the ongoing Fukushima nuclear disaster is being tracked, and a recent study shows radioactive cesium from the Japanese plant reaching the Pacific Coast of North America by April.

Fukushima remains on the forefront of many folks’ minds because it is an ongoing disaster, and its direct impact on our health is obvious. However, we tend to forget how much radiation has already been bombed into the oceans.

Those who have been bombed, however, haven’t forgotten.

Residents of the Marshall Islands recently marked 60 years since the United States dropped a hydrogen bomb on the Bikini Atoll, causing islanders to be exiled from their homeland. Islanders, rightly remain too fearful to go back because of the nuclear contamination.

The United States conducted six nuclear tests there in all, leaving hundreds of forgotten victims among the islanders to live with ongoing health effects and painful memories of loved ones lost from radiation exposure.

Closer to home for those living in the United States, “significant construction flaws” in some of the “newer” double-walled storage tanks at Washington state’s Hanford nuclear waste complex could lead to additional leaks of some of the worst radioactive waste at the most contaminated nuclear site in the country.

Not to be outdone, the only nuclear waste repository in the United States, located in Carlsbad, New Mexico, has an ongoing radiation leak. But that has not stopped the brilliant minds running the repository from pushing to obtain even more nuclear waste.

Japan is struggling with ongoing radiation problems, as more than 500 tons of radioactive waste from Fukushima that is being stored in Tokyo is threatening residents.

Shockingly, all of this ongoing pollution and dramatic evidence of ongoing ACD are happening amid what US and UK scientists recently described as a brief slowdown in global warming. Everything you’ve just read is occurring despite the planet being in the midst of a “pause” in a longer-term trend of increasing temperatures, according to Britain’s Royal Society and the US National Academy of Sciences.

Their joint announcement added that the current “slowdown” in the pace of global warming since a peak in 1998 “does not invalidate our understanding of long-term changes in global temperature arising from human-induced changes in greenhouse gases.”

Yet, there remain those who have chosen to remain willfully ignorant of ACD and ignore the evidence from around the globe that is slapping us in the face every day. Those folks aren’t likely to believe the pedantic scientific data produced by sophomoric institutions like Britain’s Royal Society or the US National Academy of Sciences.

Hence, they are also unlikely to believe anything that comes out of the “progressive” and “left-leaning” US Pentagon, which just released its 2014 Quadrennial Defense Review Report, which states:

“Climate change poses another significant challenge for the United States and the world at large. As greenhouse gas emissions increase, sea levels are rising, average global temperatures are increasing and severe weather patterns are accelerating. These changes, coupled with other global dynamics, including growing, urbanizing, more affluent populations, and substantial economic growth in India, China, Brazil, and other nations, will devastate homes, land, and infrastructure. Climate change may exacerbate water scarcity and lead to sharp increases in food costs. The pressures caused by climate change will influence resource competition while placing additional burdens on economies, societies and governance institutions around the world. These effects are threat multipliers that will aggravate stressors abroad such as poverty, environmental degradation, political instability, and social tensions – conditions that can enable terrorist activity and other forms of violence.”

Every single piece of information you’ve just read is only from the last month.

This is what catastrophic ACD looks like.

This information may lack the dramatic background music and thrilling scenes that would accompany the Hollywood blockbuster movie that many in the United States might expect advancing ACD to look like. However, it is real. It is happening right now. And it is time for all of us to pay attention.

Never Again Enough: Goodbye To All That Water; Confronting The New Normal In A Drying American West

“Martha and the Vandellas would have loved it.  Metaphorically speaking, the New York Times practically swooned over it.  (“An unforgiving heat wave held much of the West in a sweltering embrace over the weekend, tying or breaking temperature records in several cities, grounding flights, sparking forest fires, and contributing to deaths.”) It was a “deadly” heat wave, a “record” one that, in headlines everywhere, left the West and later the rest of the country “sweltering,” and that was, again in multiple headlines, “scary.”  The fire season that accompanied the “blasting,” “blazing” heat had its own set of “record” headlines — and all of this was increasingly seen, in another set of headlines, as the “new normal” in the West. Given that 2012 had already set a heat record for the continental U.S., that the 10 hottest years on record in this country have all occurred since 1997, and that the East had its own sweltering version of heat that wouldn’t leave town, this should have been beyond arresting.

In response, the nightly primetime news came up with its own convenient set of new terms to describe all this: “extreme” or “severe” heat.  Like “extreme” or “severe” weather, these captured the eyeball-gluing sensationalism of our weather moment without having to mention climate change or global warming.  Weather, after all, shouldn’t be “politicized.”  But if you’re out in the middle of the parching West like TomDispatch regular William deBuys, who recently headed down the Colorado River, certain grim realities about the planet we’re planning to hand over to our children and grandchildren can’t help but come to mind — along with a feeling, increasingly shared by those in the sweltering cities, that our particular way of life is in the long run unsustainable.” –Tom

Several miles from Phantom Ranch, Grand Canyon, Arizona, April 2013 — Down here, at the bottom of the continent’s most spectacular canyon, the Colorado River growls past our sandy beach in a wet monotone. Our group of 24 is one week into a 225-mile, 18-day voyage on inflatable rafts from Lees Ferry to Diamond Creek. We settle in for the night. Above us, the canyon walls part like a pair of maloccluded jaws, and moonlight streams between them, bright enough to read by.

One remarkable feature of the modern Colorado, the great whitewater rollercoaster that carved the Grand Canyon, is that it is a tidal river. Before heading for our sleeping bags, we need to retie our six boats to allow for the ebb.

These days, the tides of the Colorado are not lunar but Phoenician. Yes, I’m talking about Phoenix, Arizona.  On this April night, when the air conditioners in America’s least sustainable city merely hum, Glen Canyon Dam, immediately upstream from the canyon, will run about 6,500 cubic feet of water through its turbines every second.

Tomorrow, as the sun begins its daily broiling of Phoenix, Scottsdale, Mesa, Tempe, and the rest of central Arizona, the engineers at Glen Canyon will crank the dam’s maw wider until it sucks down 11,000 cubic feet per second (cfs). That boost in flow will enable its hydroelectric generators to deliver “peaking power” to several million air conditioners and cooling plants in Phoenix’s Valley of the Sun. And the flow of the river will therefore nearly double.

It takes time for these dam-controlled tidal pulses to travel downstream. Where we are now, just above Zoroaster Rapid, the river is roughly in phase with the dam: low at night, high in the daytime. Head a few days down the river and it will be the reverse.

By mid-summer, temperatures in Phoenix will routinely soar above 110°F, and power demands will rise to monstrous heights, day and night. The dam will respond: 10,000 cfs will gush through the generators by the light of the moon, 18,000 while an implacable sun rules the sky.

Such are the cycles — driven by heat, comfort, and human necessity — of the river at the bottom of the continent’s grandest canyon.

The crucial question for Phoenix, for the Colorado, and for the greater part of the American West is this: How long will the water hold out?

Major Powell’s Main Point

Every trip down the river — and there are more than 1,000 like ours yearly — partly reenacts the legendary descent of the Colorado by the one-armed explorer and Civil War veteran John Wesley Powell. The Major, as he preferred to be known, plunged into the Great Unknown with 10 companions in 1869. They started out in four boats from Green River, Wyoming, but one of the men walked out early after nearly drowning in the stretch of whitewater that Powell named Disaster Falls, and three died in the desert after the expedition fractured in its final miles. That left Powell and six others to reach the Mormon settlements on the Virgin River in the vicinity of present-day Las Vegas, Nevada.

Powell’s exploits on the Colorado brought him fame and celebrity, which he parlayed into a career that turned out to be controversial and illustrious in equal measure. As geologist, geographer, and ethnologist, Powell became one of the nation’s most influential scientists. He also excelled as an institution-builder, bureaucrat, political in-fighter, and national scold.

Most famously, and in bold opposition to the boomers and boosters then cheerleading America’s westward migration, he warned that the defining characteristic of western lands was their aridity. Settlement of the West, he wrote, would have to respect the limits aridity imposed.

He was half right.

The subsequent story of the West can indeed be read as an unending duel between society’s thirst and the dryness of the land, but in downtown Phoenix, Las Vegas, or Los Angeles you’d hardly know it.

By the middle years of the twentieth century, western Americans had created a kind of miracle in the desert, successfully conjuring abundance from Powell’s aridity. Thanks to reservoirs large and small, and scores of dams including colossi like Hoover and Glen Canyon, as well as more than 1,000 miles of aqueducts and countless pumps, siphons, tunnels, and diversions, the West has by now been thoroughly re-rivered and re-engineered. It has been given the plumbing system of a giant water-delivery machine, and in the process, its liquid resources have been stretched far beyond anything the Major might have imagined.

Today the Colorado River, the most fully harnessed of the West’s great waterways, provides water to some 40 million people and irrigates nearly 5.5 million acres of farmland. It also touches 22 Indian reservations, seven National Wildlife Reservations, and at least 15 units of the National Park System, including the Grand Canyon.

These achievements come at a cost. The Colorado River no longer flows to the sea, and down here in the bowels of the canyon, its diminishment is everywhere in evidence. In many places, the riverbanks wear a tutu of tamarisk trees along their edge. They have been able to dress up, now that the river, constrained from major flooding, no longer rips their clothes off.

The daily hydroelectric tides gradually wash away the sandbars and beaches that natural floods used to build with the river’s silt and bed load (the sands and gravels that roll along its bottom). Nowadays, nearly all that cargo is trapped in Lake Powell, the enormous reservoir behind Glen Canyon Dam. The water the dam releases is clear and cold (drawn from the depths of the lake), which is just the thing for nonnative trout, but bad news for homegrown chubs and suckers, which evolved, quite literally, in the murk of ages past. Some of the canyon’s native fish species have been extirpated from the canyon; others cling to life by a thread, helped by the protection of the Endangered Species Act. In the last few days, we’ve seen more fisheries biologists along the river and its side-streams than we have tourists.

The Shrinking Cornucopia

In the arid lands of the American West, abundance has a troublesome way of leading back again to scarcity. If you have a lot of something, you find a way to use it up — at least, that’s the history of the “development” of the Colorado Basin.

Until now, the ever-more-complex water delivery systems of that basin have managed to meet the escalating needs of their users. This is true in part because the states of the Upper Basin (Colorado, Wyoming, Utah, and New Mexico) were slower to develop than their downstream cousins. Under the Colorado River Compact of 1922, the Upper and Lower Basins divided the river with the Upper Basin assuring the Lower of an average of 7.5 million acre-feet (maf) of water per year delivered to Lees Ferry Arizona, the dividing point between the two. The Upper Basin would use the rest. Until recently, however, it left a large share of its water in the river, which California, and secondarily Arizona and Nevada, happily put to use.

Those days are gone.  The Lower Basin states now get only their annual entitlement and no more. Unfortunately for them, it’s not enough, and never will be.

Currently, the Lower Basin lives beyond its means — to the tune of about 1.3 maf per year, essentially consuming 117% of its allocation.

That 1.3 maf overage consists of evaporation, system losses, and the Lower Basin’s share of the annual U.S. obligation to Mexico of 1.5 maf. As it happens, the region budgets for none of these “costs” of doing business, and if pressed, some of its leaders will argue that the Mexican treaty is actually a federal responsibility, toward which the Lower Basin need not contribute water.

The Lower Basin funds its deficit by drawing on the accumulated water surplus held in the nation’s largest reservoir, Lake Mead, which backs up behind Hoover Dam. Unfortunately, with the Lower Basin using more water than it receives, the surplus there can’t last forever, and maybe not for long. In November 2010, the water level of the lake fell to its lowest elevation ever — 1,082 feet above sea level, a foot lower than its previous nadir during the fierce drought of the 1950s.

Had the dry weather held — and increasing doses of such weather are predicted for the region in the future — the reservoir would have soon fallen another seven feet and triggered the threshold for mandatory (but inadequate) cutbacks in water delivery to the Lower Basin states. Instead, heavy snowfall in the northern Rockies bailed out the system by producing a mighty runoff, lifting the reservoir a whopping 52 feet.

Since then, however, weather throughout the Colorado Basin has been relentlessly dry, and the lake has resumed its precipitous fall. It now stands at 1,106 feet, which translates to roughly 47% of capacity.  Lake Powell, Mead’s alter ego, is in about the same condition.

Another dry year or two, and the Colorado system will be back where it was in 2010, staring down a crisis.  There is, however, a consolation — of sorts.  The Colorado is nowhere near as badly off as New Mexico and the Rio Grande.

How Dry I Am This Side of the Pecos

In May, New Mexico marked the close of the driest two-year period in the 120 years since records began to be kept. Its largest reservoir, Elephant Butte, which stores water from the Rio Grande, is effectively dry.

Meanwhile, parched Texas has filed suit against New Mexico in multiple jurisdictions, including the Supreme Court, to force the state to send more water downstream — water it doesn’t have. Texas has already appropriated $5 million to litigate the matter.  If it wins, the hit taken by agriculture in south-central New Mexico could be disastrous.

In eastern New Mexico, the woes of the Pecos River mirror those of the Rio Grande and pit the Pecos basin’s two largest cities, Carlsbad and Roswell, directly against each other. These days, the only thing moving in the irrigation canals of the Carlsbad Irrigation District is dust. The canals are bone dry because upstream groundwater pumping in the Roswell area has deprived the Pecos River of its flow. By pumping heavily from wells that tap the aquifer under the Pecos River, Roswell’s farmers have drawn off water that might otherwise find its way to the surface and flow downstream.

Carlsbad’s water rights are senior to (that is, older than) Roswell’s, so in theory — under the doctrine of Prior Appropriation — Carlsbad is entitled to the water Roswell is using. The dispute pits Carlsbad’s substantial agricultural economy against Roswell’s, which is twice as big. The bottom line, as with Texas’s lawsuit over the Rio Grande, is that there simply isn’t enough water to go around.

If you want to put your money on one surefire bet in the Southwest, it’s this: one way or another, however these or any other onrushing disputes turn out, large numbers of farmers are going to go out of business.

Put on Your Rain-Dancing Shoes

New Mexico’s present struggles, difficult as they may be, will look small-scale indeed when compared to what will eventually befall the Colorado. The U.S. Bureau of Reclamation expects the river’s 40 million water-users to grow to between 49.3 and 76.5 million by 2060. This translates into a thirst for Colorado River water of 18.1 to 20.4 maf — oceans more than its historical yield of 16.4 maf.

And that’s not even the bad news, which is that, compared to the long-term paleo-record, the historical average, compiled since the late nineteenth century, is aberrantly high. Moreover, climate change will undoubtedly take its toll, and perhaps has already begun to do so. One recent study forecasts that the yield of the Colorado will decline 10% by about 2030, and it will keep falling after that.

None of the available remedies inspires much confidence. “Augmentation” — diverting water from another basin into the Colorado system — is politically, if not economically, infeasible. Desalination, which can be effective in specific, local situations, is too expensive and energy-consuming to slake much of the Southwest’s thirst. Weather modification, aka rain-making, isn’t much more effective today than it was in 1956 when Burt Lancaster starred as a water-witching con man in The Rainmaker, and vegetation management (so that trees and brush will consume less water) is a non-starter when climate change and epidemic fires are already reworking the landscape.

Undoubtedly, there will be small successes squeezing water from unlikely sources here and there, but the surest prospect for the West?  That a bumper harvest of lawsuits is approaching. Water lawyers in the region can look forward to full employment for decades to come. Their clients will include irrigation farmers, thirsty cities, and power companies that need water to cool their thermal generators and to drive their hydroelectric generators.

Count on it: the recreation industry, which demands water for boating and other sports, will be filing its briefs, too, as will environmental groups struggling to prevent endangered species and whole ecosystems from blinking out. The people of the West will not only watch them; they — or rather, we — will all in one way or another be among them as they gather before various courts in the legal equivalent of circular firing squads.

Hey, Mister, What’s that Sound?

Here at the bottom of Grand Canyon, with the river rushing by, we listen for the boom of the downstream rapids toward which we are headed. Sometimes they sound like a far-off naval bombardment, sometimes more like the roar of an oncoming freight train, which is entirely appropriate. After all, the river, like a railroad, is a delivery system with a valuable cargo. Think of it as a stream of liquid property, every pint within it already spoken for, every drop owned by someone and obligated somewhere, according to a labyrinth of potentially conflicting contracts.

The owners of those contracts know now that the river can’t supply enough gallons, pints, and drops to satisfy everybody, and so they are bound to live the truth of the old western saying: “Whiskey’s for drinkin’, and water’s for fightin’.”

In the end, Powell was right about at least one thing: aridity bats last.

Put the Environment At The Center Of The Global Economy: An Argument For The Eco-Currency

The environmental challenges we face today, from spreading deserts to rising oceans, compel us to reconsider the conventional concepts of growth and recognize that they cannot easily be reconciled with the dangerous implications of runaway consumption and unlimited development.

Above all, we must get away from a speculative economy born of an irrational dependence on finance, which has becoming increasingly unstable as digital technology accelerates and financial transactions take place without any objective review. We must return to a stable and long-term economy. In part, that process concerns the restoration of regulation on the banking system, but the change must also involve the very conception of finance and banking. Finance must be aimed at stable, long-term projects which have relevance for ordinary people.

Nothing could possibly be more helpful in this process than large-scale projects to restore the environment and address the damage done to the climate by human activity. These projects are absolutely necessary for human survival and they will take decades, if not centuries, to complete. By grounding the economy in adaptation and mitigation, we can return to a predictable system in which green bonds funding 30-50 year projects directly related to our well-being are dominant and we can escape from the flighty digital economy of thousands-per-second transactions.

In addition to the development of a “green bonds” system for funding long-term meaningful projects to address the climate crisis, we should also consider the role of currency itself. We are engaged in a dangerous race to devalue currency around the world in the expectation of increasing advantage in trade. This activity is profoundly destabilizing for our economy and at a higher level also causes chaos in the process by which we assign value in general.

One possible approach is the introduction of a global “eco-currency.” The international community would establish an international currency, an “eco-currency,” whose value is linked directly to the state of the climate (both globally and locally) and that currency would serve either as a universal currency within which international transactions take place, or it could be a factor that significantly impacts all the global currencies.

Such an eco-currency would require a calculation of the state of the environment on which its value would be based. First we need to come up with a system for evaluating the state of the environment in real-time which could be converted into a set of figures for the calculation of the total state of the global and the local ecosystems. That set of figures would then be the basis for the eco-currency’s value. Such a system would be complex and far from perfect, but it would be a massive improvement over the current factors employed in calculating gross domestic product which are limited to consumption and production and exclude the state of the environment entirely.

There exist indices such as Yale’s Environmental Performance Index that do part of that process, but so far, there is no total agreed on standard for evaluating the state of the total environment that could be used to periodically measure the state of the environment in a manner that could be employed as a universal reference. Only then could the amount of, or the value of, the eco-currency possessed by a nation reflect an objective evaluation of the health of the climate.

If the eco-currency were to serve as one of several factors impacting all global currencies, it might serve as an instrument akin to the SDR (special drawing rights) system currently employed by the International Monetary Fund. According to the IMF website, member [nations] with sufficiently strong external positions are designated by the Fund to buy SDR s with freely usable currencies up to certain amounts from members with weak external positions. In the case of the eco-currency, that strong external position could be redefined so as to consist primarily, or entirely, of environmental criterion.

The eco currency could alternatively serve as a gold standard for all nations of the world, permitting each nation to increase its money supply in direct proportion to the environmental credits that it has accumulated through wise and effective policies by reducing emissions and preserving water and soil.

After all, in that the previous gold standard was based on a mineral that was exceptionally rare and valuable, so it could be a logical extension of that concept to argue that a healthy ecosystem is the most valuable commodity available. The ecosystem is far more valuable to human society than is gold. Each nation would continue to have sovereignty with regards to its own currency, but the calculation of each currency’s exchange rate would take into account the environmental status of the country and its share of a calculated total of environmental credits for the entire world.

Whether it serves as a universal currency, or as a factor impacting all hard currencies, the total amount eco-currency available would be calculated as equal to a global sum of the total value of the ecosystem. Those credits would be assigned to a country based on an evaluation of how good a job that nation does reducing harmful emissions, preserving undeveloped lands, caring for its water supplies and otherwise implementing policies that have a positive effect on the environment.

The serious problems faced by the European emissions trading system suggest that we need to move bravely to a new approach to putting the environment itself, and not merely carbon emissions, at the center of our calculations of the economy. An international currency program based on environmental credits as part of a total biosphere would make the environmental crisis visible in the financial world. The eco-currency could be the first step towards forcing those making fiscal and developmental policy at the national and international level to engage in a serious debate on the implications of their policies for the climate. No longer would it be possible to think separately about monetary policy and environmental policy; the two would be effectively yoked together.

Behold! The convoluted sociopathic logic of the corporation! Only by privatizing all water, setting a ‘market value’ for it and selling it for profit can we “actively participate in the solution of the problems that exist in the world“. Never mind that water has been a universal bounty of the earth given freely for millions of years. Never mind that 1 in 10 people on earth lack access to clean water. Never mind that the active participation in solutions of most corporations is to poison water, and render it undrinkable to create products that are generally toxic to humans and the environment.  Never mind that only 2.53 percent of earth’s water is fresh, and some two-thirds of that is locked up in glaciers and permanent snow cover, which are coincidentally being destroyed and melted away, useless; as a result of the global warming and climate change that stems from activities like infinite growth and resource extraction required to maintain a”successful and profitable future” for corporations.  And how repugnantly reality detached is the  000.1% thought  to believe that “We’ve never had it so good, we’ve never had so much money, we’ve never been so healthy, we’ve never lived as long as we do today. We have everything we want. ” Ask the 80% of the world’s population living on less than 10 dollars a day how healthy, free of wants, long lived, & how good they have it.  This man embodies the ethos and worldview of the dominant institution of human civilization on our planet. If this remains so, despite his desire to create a positive image of the world and its future, the times to come will be very bleak indeed. Think Feudalism on steroids and cocaine. In the 2005 documentary, We Feed the World, then-CEO of Nestlé, the world’s largest foodstuff corporation, Peter Brabeck-Letmathe, shared some of his own views and ‘wisdom’ about the world and humanity. Brabeck believes that nature is not “good,” that there is nothing to worry about with GMO foods, that profits matter above all else, that people should work more, and that human beings do not have a right to water.

Today, he explained, “people believe that everything that comes from Nature is good,” marking a large change in perception, as previously, “we always learnt that Nature could be pitiless.” Humanity, Brabeck stated, “is now in the position of being able to provide some balance to Nature, but in spite of this we have something approaching a shibboleth that everything that comes from Nature is good.” He then referenced the “organic movement” as an example of this thinking, premising that “organic is best.” But rest assured, he corrected, “organic is not best.” In 15 years of GMO food consumption in the United States, “not one single case of illness has occurred.” In spite of this, he noted, “we’re all so uneasy about it in Europe, that something might happen to us.” This view, according to Brabeck, is “hypocrisy more than anything else.”

While watching a promotional video of a Nestlé factory in Japan, Brabeck commented, “You can see how modern these factories are; highly robotized, almost no people.” And of course, for someone claiming to be interested in creating jobs, there appears to be no glaring hypocrisy in praising factories with “almost no people.”

It’s important to note that this is not simply the personal view of some random corporate executive, but rather, that it reflects an institutional reality of corporations: the primary objective of a corporation – above all else – is to maximize short-term profits for shareholders. By definition, then, workers should work more and be paid less, the environment is only a concern so much as corporations have unhindered access to control and exploit the resources of the environment, and ultimately, it’s ‘good’ to replace workers with automation and robotics so that you don’t have to pay fewer or any workers, and thus, maximize profits. With this institutional – and ideological – structure (which was legally constructed by the state), concern for the environment, for water, for the world and for humanity can only be promoted if it can be used to advance corporate profits, or if it can be used for public relations purposes. Ultimately, it has to be hypocritical. A corporate executive cannot take an earnest concern in promoting the general welfare of the world, the environment, or humanity, because that it not the institutional function of a corporation, and no CEO that did such would be allowed to remain as CEO.

This is why it matters what Peter Brabeck thinks: he represents the type of individual – and the type of thinking – that is a product of and a requirement for running a successful multinational corporation, of the corporate culture itself. To the average person viewing his interview, it might come across as some sort of absurd tirade you’d expect from a Nightline interview with some infamous serial killer, if that killer had been put in charge of a multinational corporation:

People have a ‘right’ to water? What an absurd notion! Next thing you’ll say is that child labour is bad, polluting the environment is bad, or that people have some sort of ‘right’ to… life! Imagine the audacity! All that matters is ‘profits,’ and what a wonderful thing it would be to have less people and more profits! Water isn’t a right, it’s only a necessity, so naturally, it makes sense to privatize it so that large multinational corporations like Nestlé can own the world’s water and ensure that only those who can pay can drink. Problem solved!

Sadly, though intentionally satirical, this is the essential view of Brabeck and others like him. And disturbingly, Brabeck’s influence is not confined to the board of Nestlé. Brabeck became the CEO of Nestlé in 1997, a position he served until 2008, at which time he resigned as CEO but remained as chairman of the board of directors of Nestlé. Apart from Nestlé, Brabeck serves as vice chairman of the board of directors of L’Oréal, the world’s largest cosmetics and ‘beauty’ company; vice chairman of the board of Credit Suisse Group, one of the world’s largest banks; and is a member of the board of directors of Exxon Mobil, one of the world’s largest oil and energy conglomerates.

He was also a former board member of one of the world’s largest pharmaceutical conglomerates, Roche. Brabeck also serves as a member of the Foundation Board for the World Economic Forum (WEF), “the guardian of [the WEF’s] mission, values and brand… responsible for inspiring business and public confidence through an exemplary standard of governance.” Brabeck is also a member of the European Round Table of Industrialists (ERT), a group of European corporate CEOs which directly advise and help steer policy for the European Union and its member countries. He has also attended meetings of the Bilderberg group, an annual forum of 130 corporate, banking, media, political and military elites from Western Europe and North America.

Thus, through his multiple board memberships on some of the largest corporations on earth, as well as his leadership and participation in some of the leading international think tanks, forums and business associations, Brabeck has unhindered access to political and other elites around the world. When he speaks, powerful people listen.

Brabeck’s Brain

Brabeck has become an influential voice on issues of food and water, and not surprisingly so, considering he is chairman of the largest food service corporation on earth. Brabeck’s career goes back to when he was working for Nestlé in Chile in the early 1970s, when the left-leaning democratically-elected president Salvador Allende was “threatening to nationalize milk production, and Nestlé’s Chilean operations along with it.” A 1973 Chilean military coup – with the support of the CIA – put an end to that “threat” by bringing in the military dictatorship of Augusto Pinochet, who murdered thousands of Chileans and established a ‘national security state’, imposing harsh economic measures to promote the interests of elite corporate and financial interests (what later became known as ‘neoliberalism’).

In a 2009 article for Foreign Policy magazine, Brabeck declared: “Water is the new gold, and a few savvy countries and companies are already banking on it.” In a 2010 article for the Guardian, Brabeck wrote that, “[w]hile our collective attention has been focused on depleting supplies of fossil fuels, we have been largely ignoring the simple fact that, unless radical changes are made, we will run out of water first, and soon.” What the world needs, according to Brabeck, is “to set a price that more accurately values our most precious commodity,” and that, [t]he era of water at throwaway prices is coming to an end.” In other words, water should become increasingly expensive, according to Brabeck. Countries, he wrote, should recognize “that not all water use should be regarded as equal.”

In a discussion with the Wall Street Journal in 2011, Brabeck spoke against the use of biofuels – converting food into fuel – and suggested that this was the primary cause of increased food prices (though in reality, food price increases are primarily the result of speculation by major banks like Goldman Sachs and JPMorgan Chase). Brabeck noted the relationship between his business – food – and major geopolitical issues, stating: “What we call today the Arab Spring… really started as a protest against ever-increasing food prices.” One “solution,” he suggested, was to provide a “market” for water as “the best guidance that you can have.” If water was a ‘market’ product, it wouldn’t be wasted on growing food for fuel, but focus on food for consumption – and preferably (in his view), genetically modified foods. After all, he said, “if the market forces are there the investments are going to be made.” Brabeck suggested that the world could “feed nine billion people,” providing them with water and fuel, but only on the condition that “we let the market do its thing.”

Brabeck co-authored a 2011 article for the Wall Street Journal in which he stated that in order to provide “universal access to clean water, there is simply no other choice but to price water at a reasonable rate,” and that roughly 1.8 billion people on earth lack access to clean drinking water “because of poor water management and governance practices, and the lack of political will.” Brabeck’s job then, as chairman of Nestlé, is to help create the “political will” to make water into a modern “market” product.

Now before praising Brabeck for his ‘enlightened’ activism on the issue of water scarcity and providing the world’s poor with access to clean drinking water (which are very real and urgent issues needing attention), Brabeck himself has stressed that his interest in the issue of water has nothing to do with actually addressing these issues in a meaningful way, or for the benefit of the earth and humanity. No, his motivation is much more simple than this.

In a 2010 interview for BigThink, Brabeck noted: “If Nestlé and myself have become very vocal in the area of water, it was not because of any philanthropic idea, it was very simple: by analyzing… what is the single most important factor for the sustainability of Nestlé, water came as [the] number one subject.” This is what led Brabeck and Nestlé into the issue of water “sustainability,” he explained. “I think this is part of a company’s responsibility,” and added: “Now, if I was in a different industry, I would have a different subject, certainly, that I would be focusing on.”

Brabeck was asked if industries should “have a role in finding solutions to environmental issues that affect their business,” to which he replied: “Yes, because it is in the interest of our shareholders… If I want to convince my shareholders that this industry is a long-term sustainable industry, I have to ensure that all aspects that are vital for this company are sustainable… When I see, like in our case, that one of the aspects – which is water, which is needed in order to produce the raw materials for our company – if this is not sustainable, then my enterprise is not sustainable. So therefore I have to do something about it. So shareholder interest and societal interest are common.”

Thus, when Brabeck and Nestlé promote “water sustainability,” what they are really promoting is the sustainability of Nestlé’s access to and control over water resources. How is that best achieved? Well, since Nestlé is a large multinational corporation, the natural solution is to promote ‘market’ control of water, which means privatization and monopolization of the world’s water supply into a few corporate hands.

In a 2011 conversation with the editor of Time Magazine at the Council on Foreign Relations, Brabeck referred to a recent World Economic Forum meeting where the issue of “corporate social responsibility” was the main subject of discussion, when corporate executives “started to talk about [how] we have to give back to society,” Brabeck spoke up and stated: “I don’t feel that we have to give back to society, because we have not been stealing from society.” Brabeck explained to the Council on Foreign Relations that he felt such a concept was the purview of philanthropy, and “this was a problem for the CEO of any public company, because I personally believe that no CEO of a public company should be allowed to make philanthropy… I think anybody who does philanthropy should do it with his own money and not the money of the shareholders.” Engaging in corporate social responsibility, Brabeck explained, “was an additional cost.”

At the 2008 World Economic Forum, a consortium of corporations and international organizations formed the 2030 Water Resources Group, chaired by Peter Brabeck. It was established in order to “shape the agenda” for the discussion of water resources, and to create “new models for collaboration” between public and private enterprises. The governing council of the 2030 WRG is chaired by Brabeck and includes the executive vice president and CEO of the International Finance Corporation (IFC), the investment arm of the World Bank, the administrator of the United Nations Development Programme (UNDP), the chief business officer and managing director of the World Economic Forum, the president of the African Development Bank, the chairman and CEO of The Coca-Cola Company, the president of the Asian Development Bank, the director-general of the World Wildlife Fund (WWF), the president of the Inter-American Development Bank, and the chairman and CEO of PepsiCo, among others.

At the World Water Forum in 2012 – an event largely attended by the global proponents of water privatization, Nestlé among their most enthusiastic supporters – Brabeck suggested that the 2030 Water Resources Group represents a “global public-private initiative” which could help in “providing tools and information on best practice” as well as “guidance and new policy ideas on water resource scarcity.”

Brabeck and Nestlé had been in talks with the Canadian provincial government of Alberta in planning for a potential “water exchange,” to – in the words of Maclean’s magazine – “turn water into money.” In 2012, the University of Alberta bestowed an honorary degree upon Peter Brabeck “for his work as a responsible steward for water around the world.” Protests were organized at the university to oppose the ‘honor,’ with a representative from the public interest group, the Council of Canadians, noting: “I’m afraid that the university is positioning themselves on the side of the commodifiers, the people who want to say that water is not a human right that everyone has the right to, but is just a product that can be bought and sold.” A professor at the university stated: “I’m ashamed at this point, about what the university is doing and I’m also very concerned about the way the president of the university has been demonizing people who oppose this.” As another U of A professor stated: “What Nestlé does is take what clean water there is in which poor people are relying on, bottle it and then sell it to wealthier people at an exorbitant profit.”

The Global Water Privatization Agenda

Water privatization is an extremely vicious operation, where the quality of – and access to – water resources diminishes or even vanishes, while the costs explode. When it comes to the privatization of water, there is no such thing as “competition” in how the word is generally interpreted: there are only a handful of global corporations that undertake massive water privatizations. The two most prominent are the French-based Suez Environment and Veolia Environment, but also include Thames Water, Nestlé, PepsiCo and Coca-Cola, among others. For a world in which food has already been turned into a “market commodity” and has been “financialized,” leading to massive food price increases, hunger riots, and immense profits for a few corporations and banks, the prospect of water privatization is even more disturbing.

The agenda of water privatization is organized at the international level, largely promoted through the World Water Forum and the World Water Council. The World Water Council (WWC) was established in 1996 as a French-based non-profit organization with over 400 members from intergovernmental organizations, government agencies, corporations, corporate-dominated NGOs and environmental organizations, water companies, international organizations and academic institutions.

Every three years, the WWC hosts a World Water Forum, the first of which took place in 1997, and the 6th conference in 2012 was attended by thousands of participants from countries and institutions all over the world get together to decide the future of water, and of course, promote the privatization of this essential resource to human life. The 6th World Water Forum, hosted in Marseilles, France, was primarily sponsored by the French government and the World Water Council, but included a number of other contributors, including: the African Development Bank, African Union Commission, Arab Water Council, Asian Development Bank, the Council of Europe, the European Commission, the European Investment Bank, the European Parliament, the European Water Association, the Food and Agricultural Organization, the Global Environment Facility, Inter-American Development Bank, Nature Conservancy, Organisation for Economic Co-operation and Development (OECD), Organization of American States (OAS), Oxfam, the World Bank, the World Business Council for Sustainable Development, the World Health Organization, the World Wildlife Fund; and a number of corporate sponsors, including: RioTinto Alcan, EDF, Suez Environment, Veolia, and HSBC. Clearly, they have human and environmental interests at heart.

The World Bank is a major promoter of water privatization, as much of its aid to ‘developing’ countries was earmarked for water privatization schemes which inevitably benefit major corporations, in co-operation with the International Monetary Fund (IMF), and the U.S. Treasury. One of the first major water privatization schemed funded by the World Bank was in Argentina, for which the Bank “advised” the government of Argentina in 1991 on the bidding and contracting of the water concession, setting a model for what would be promoted around the world. The World Bank’s investment arm, the International Finance Corporation (IFC), loaned roughly $1 billion to the Argentine government for three water and sewage projects in the country, and even bought a 5% stake in the concession, thus becoming a part owner. When the concession for Buenos Aires was opened up, the French sent representatives from Veolia and Suez, which formed the consortium Aguas Argentinas, and of course, the costs for water services went up. Between 1993, when the contract with the French companies was signed, and 1997, the Aguas Argentinas consortium gained more influence with Argentine President Carlos Menem and his Economy Minister Domingo Cavallo, who would hold meetings with the president of Suez as well as the President of France, Jacques Chirac. By 2002, the water rates (cost of water) in Buenos Aires had increased by 177% since the beginning of the concession.

In the 1990s, the amount of World Bank water privatization projects increased ten-fold, with 31% of World Bank water supply and sanitation projects between 1990 and 2001 including conditions of private-sector involvement, despite the fact that the projects consistently failed in terms of providing cheaper and better water to larger areas. But of course, they were highly profitable for large corporations, so naturally, they continued to be promoted and supported (and subsidized).

One of the most notable examples of water privatization schemes was in Bolivia, the poorest country in South America. In 1998, an IMF loan to Bolivia demanded conditions of “structural reform,” the selling off of “all remaining public enterprises,” including water. In 1999, the World Bank told the Bolivian government to end its subsidies for water services, and that same year, the government leased the Cochabamba Water System to a consortium of multinational corporations, Aguas del Tunari, which included the American corporation Bechtel. After granting the consortium a 40-year lease, the government passed a law which would make residents pay the full cost of water services. In January of 2000, protests in Cochabamba shut down the city for four days, striking and establishing roadblocks, mobilizing against the water price increases which doubled or tripled their water bills. Protests continued in February, met with riot police and tear gas, injuring 175 people.

By April, the protests began to spread to other Bolivian cities and rural communities, and during a “state of siege” (essentially martial law) declared by Bolivian president Hugo Banzer, a 17-year old boy, Victor Hugo Daza, was shot and killed by a Bolivian Army captain, who was trained as the U.S. military academy, the School of the Americas. As riot police continued to meet protesters with tear gas and live ammunition, more people were killed, and dozens more injured. On April 10, the government conceded to the people, ending the contract with the corporate consortium and granting the people to control their water system through a grassroots coalition led by the protest organizers.

Two days later, World Bank President James Wolfensohn stated that the people of Bolivia should pay for their water services. On August 6, 2001, the president of Bolivia resigned, and the Vice President Jorge Quiroga, a former IBM executive, was sworn in as the new president to serve the remainder of the term until August of 2002. Meanwhile, the water consortium, deeply offended at the prospect of people taking control of their own resources, attempted to take legal action against the government of Bolivia for violating the contract. Bechtel was seeking $25 million in compensation for its “losses,” while recording a yearly profit of $14 billion, whereas the national budget of Bolivia was a mere $2.7 billion. The situation ultimately led to a type of social revolution which brought to power the first indigenous Bolivian leader in the country’s history, Evo Morales.

This, of course, has not stopped the World Bank and IMF – and the imperial governments which finance them – from promoting water privatization around the world for the exclusive benefit of a handful of multinational corporations. The World Bank promotes water privatization across Africa in order to “ease the continent’s water crisis,” by making water more expensive and less accessible.

As the communications director of the World Bank in 2003, Paul Mitchell, explained, “Water is crucial to life – we have to get water to poor people,” adding: “There are a lot of myths about privatization.” I would agree. Though the myth that it ‘works’ is what I would propose, but Mitchell instead suggested that, “[p]rivate sector participation is simply to manage the asset to make it function for the people in the country.” Except that it doesn’t. But don’t worry, decreasing water standards, dismantling water distribution, and rapidly increasing the costs of water to the poorest regions on earth is good, according to Mitchell and the World Bank. He told the BBC that what the World Bank is most interested in is the “best way to get water to poor people.” Perhaps he misspoke and meant to say, “the best way to take water from poor people,” because that’s what actually happens.

In 2003, the World Bank funded a water privatization scheme in the country of Tanzania, supported by the British government, and granting the concession to a consortium called City Water, owned by the British company Biwater, which worked with a German engineering firm, Gauff, to provide water to the city of Dar es Salaam and the surrounding region. It was one of the most ambitious water privatization schemes in Africa, with $140 million in World Bank funding, and, wrote John Vidal in the Guardian, it “was intended to be a model for how the world’s poorest communities could be lifted out of poverty.”

The agreement included conditions for the consortium to install new pipelines for water distribution. The British government’s Department for International Development gave a 440,000-pound contract to the British neoliberal think tank, Adam Smith International, “to do public-relations work for the project.” Tanzania’s best-known gospel singer was hired to perform a pop song about the benefits of privatization, mentioning electricity, telephones, the ports, railways, and of course, water. Both the IMF and World Bank made the water scheme a condition for “aid” they gave to the country. Less than one year into the ten-year contract, the private consortium, City Water, stopped paying its monthly fee for leasing the government’s pipes and infrastructure provided by the public water company, Dawasa, while simultaneously insisting that its own fees be raised. An unpublished World Bank report even noted: “The primary assumption on the part of almost all involved, particularly on the donor side, was that it would be very hard, if not impossible, for the private operator [City Water] to perform worse than Dawasa. But that is what happened.” The World Bank as a whole, however, endorsed the program as “highly satisfactory,” and rightly so, because it was doing what it was intended to do: provide profits for private corporations at the expense of poor people.

By 2005, the company had not built any new pipes, it had not spent the meager investments it promised, and the water quality declined. As British government “aid” money was poured into privatization propaganda, a video was produced which included the phrase: “Our old industries are dry like crops and privatization brings the rain.” Actually, privatization attaches a price-tag to rain. Thus, in 2005, the government of Tanzania ended the contract with City Water, and arrested the three company executives, deporting them back to Britain. As is typical, the British company, Biwater, then began to file a lawsuit against the Tanzanian government for breach of contract, wanting to collect $20-25 million. A press release from Biwater at the time wrote: “We have been left with no choice… If a signal goes out that governments are free to expropriate foreign investments with impunity,” investors would flee, and this would, of course, “deal a massive blow to the development goals of Tanzania and other countries in Africa.”

The sixth World Water Forum in Marseilles in 2012 brought together some 19,000 participants, where the French Development Minister Henri de Raincourt proposed a “global water and environment management scheme,” adding: “The French government is not alone in its conviction that a global environment agency is needed more than ever.” A parallel conference was held – the Alternative World Water Forum – which featured critics of water privatization. Gustave Massiah, a representative of the anti-globalization group Attac, stated, “Should a global water fund be in control, giving concessions to multinational companies, then that’s not a solution for us. On the contrary, that would only add to the problems of the current system.”

Another member of Attac, Jacques Cambon, used to be the head of SAFEGE’s Africa branch, a subsidiary of the water conglomerate Suez. Cambon was critical of the idea of a global water fund, warning against centralization, and further explained that the World Bank “has almost always financed large-scale projects that were not in tune with local conditions.” Maria Theresa Lauron, a Philippine activist, shared the story of water privatization in the Philippines, saying, “Since 1997, prices went up by 450 to 800 percent… At the same time, the water quality has gone down. Many people get ill because of bad water; a year ago some 600 people died as a result of bacteria in the water because the private company didn’t do proper water checks.” But then, why would the company do such a thing? It’s not like it’s particularly profitable to be concerned with human welfare.

In Europe, the European Commission had been pushing water privatization as a condition for development funds between 2002 and 2010, specifically in several central and eastern European countries which were dependent upon EU grants. Since the European debt crisis, the European Commission had made water privatization a condition for Greece, Portugal, and Italy. Greece is privatizing its water companies, Portugal is being pressured to sell its national water company, Aguas do Portugal, and in Italy, the European Central Bank (ECB) and the Commission were pushing water privatization, even though a national referendum in July of 2011 saw the people of Italy reject such a scheme by 95%.

In this context, among the global institutions and corporations of power and influence, it is perhaps less surprising to imagine the chairman of Nestlé suggesting that human beings having a “right” to water is rather “extreme.” And for a very simple reason: that’s not profitable for Nestlé, even though it might be good for humanity and the earth. It’s about priorities, and in our world, priorities are set by multinational corporations, banks, and global oligarchs. As Nestlé would have us think, corporate and social interests are not opposed, as corporations – through their ‘enlightened’ self-interest and profit-seeking motives – will almost accidentally make the world a better place. Now, while neoliberal orthodoxy functions on the basis of people simply accepting this premise without investigation (like any religious belief), perhaps it would be worth looking at Nestlé as an example for corporate benefaction for the world and humanity.

Nestlé’s Corporate Social Responsibility: Making the World Safe for Nestlé… and Incidentally Destroying the World

As a major multinational corporation, Nestlé has a proven track record of exploiting labour, destroying the environment, engaging in human rights violations, but of course – and most importantly – it makes big profits. In 2012, Nestlé was taking in major profits from ‘emerging markets’ in Asia, Africa, and Latin America. However, some emerging market profits began to slow down in 2013. This was partly the result of a horsemeat scandal which required companies like Nestlé to intensify the screening of their food products.

Less than a year prior, Nestlé was complaining that “over-regulation” of the food industry was “undermining individual responsibility,” which is another way of saying that responsibility for products and their safety should be passed from the producer to the consumer. In other words, if you’re stupid enough to buy Nestlé products, it’s your fault if you get diabetes or eat horsemeat, and therefore, it’s your responsibility, not the responsibility of Nestlé. Fair enough! We’re stupid enough to accept corporations ruling over us, therefore, what right do we have to complain about all the horrendous crimes and destruction they cause? A cynic could perhaps argue such a point.

One of Nestlé’s most famous PR problems was that of marketing artificial baby milk, which sprung to headlines in the 1970s following the publication of “The Baby Killer,” accusing the company of getting Third World mothers hooked on formula. As research was proving that breastfeeding was healthier, Nestlé marketed its baby formula as a way for women to ‘Westernize’ and join the modern world, handing out pamphlets and promotional samples, with companies hiring “sales girls in nurses’ uniforms (sometimes qualified, sometimes not)” in order to drop by homes and sell formula. Women tried to save money on the formula by diluting it, often times with contaminated water. As the London-based organization War on Want noted: “The results can be seen in the clinics and hospitals, the slums and graveyards of the Third World… Children whose bodies have wasted away until all that is left is a big head on top of the shriveled body of an old man.” An official with the United States Agency for International Development (USAID) blamed baby formula for “a million infant deaths every year through malnutrition and diarrheal diseases.”

Mike Muller, the author of “The Baby Killer” back in 1974, wrote an article for the Guardian in 2013 in which he mentioned that he gave Peter Brabeck a “present” at the World Economic Forum, a signed copy of the report. The report had sparked a global boycott of Nestlé and the company responded with lawsuits.

Nestlé has also been implicated for its support of palm-oil plantations, which have led to increased deforestation and the destruction of orangutan habitats in Indonesia. A Greenpeace publication noted that, “at least 1500 orangutans died in 2006 as a result of deliberate attacks by plantation workers and loss of habitat due to the expansion of oil palm plantations.” A social media campaign was launched against Nestlé for its role in supporting palm oil plantations, deforestation, and the destruction of orangutan habitats and lives. The campaign pressured Nestlé to decrease its “deforestation footprint.”

As Nestlé has been expanding its presence in Africa, it has also aroused more controversy in its operations on the continent. Nestlé purchases one-tenth of the world’s cocoa, most of which comes from the Ivory Coast, where the company has been implicated in the use of child labour. In 2001, U.S. legislation required companies to engage in “self-regulation” which called for “slave free” labeling on all cocoa products. This “self regulation,” however, “failed to deliver” – imagine that! – as one study carried out by Tulane University with funding from the U.S. government revealed that roughly 2 million children were working on cocoa-related activities in both Ghana and the Ivory Coast. Even an internal audit carried out by the company found that Nestlé was guilty of “numerous” violations of child labour laws. Nestlé’s head of operations stated, “The use of child labor in our cocoa supply goes against everything we stand for.” So naturally, they will continue to use child labour.

Peter Brabeck stated that it’s “nearly impossible” to end the practice, and he compared the practice to that of farming in Switzerland: “You go to Switzerland… still today, in the month of September, schools have one week holiday so students can help in the wine harvesting… In those developing countries, this also happens,” he told the Council on Foreign Relations. While acknowledging that this “is basically child labor and slave labor in some African markets,” it is “a challenge which is not very easy to tackle,” noting that there is “a very fine edge” of what is acceptable regarding “child labor in [the] agricultural environment.” He added: “It’s almost natural.” Thus, Brabeck explained, “you have to look at it differently,” and that it was not the job of Nestlé to tell parents that their children can’t work on cocoa plantations/farms, “which is ridiculous,” he suggested: “But what we are saying is we will help you that your child has access for schooling.” So clearly there is no problem with using child slavery, just so long as the children get some schooling… presumably, in their ‘off-hours’ from slavery. Problem solved!

While Brabeck and Nestlé have made a big issue of water scarcity, which again, is an incredibly important issue, their solutions revolve around “pricing” water at a market value, and thus encouraging privatization. Indeed, a global water grab has been a defining feature of the past several years (coupled with a great global land grab), in which investors, countries, banks and corporations have been buying up vast tracts of land (primarily in sub-Saharan Africa) for virtually nothing, pushing off the populations which live off the land, taking all the resources, water, and clearing the land of towns and villages, to convert them into industrial agricultural plantations to develop food and other crops for export, while domestic populations are pushed deeper into poverty, hunger, and are deprived of access to water. Peter Brabeck has referred to the land grabs as really being about water: “For with the land comes the right to withdraw the water linked to it, in most countries essentially a freebie that increasingly could be seen as the most valuable part of the deal.” This, noted Brabeck, is “the great water grab.”

And of course, Nestlé would know something about water grabs, as it has become very good at implementing them. In past years, the company has been increasingly buying land where it is taking the fresh water resources, bottling them in plastic bottles and selling them to the public at exorbitant prices. In 2008, as Nestlé was planning to build a bottling water plant in McCloud, California, the Attorney General opposed the plan, noting: “It takes massive quantities of oil to produce plastic water bottles and to ship them in diesel trucks across the United States… Nestlé will face swift legal challenge if it does not fully evaluate the environmental impact of diverting millions of gallons of spring water from the McCloud River into billions of plastic water bottles.” Nestlé already operated roughly 50 springs across the country, and was acquiring more, such as a plan to draw roughly 65 million gallons of water from a spring in Colorado, despite fierce opposition to the deal.

Years of opposition to the plans of Nestlé in McCloud finally resulted in the company giving up on its efforts there. However, the company quickly moved on to finding new locations to take water and make a profit while destroying the environment (just an added bonus, of course). The corporation controls one-third of the U.S. market in bottled water, selling it as 70 different brand names, including Perrier, Arrowhead, Deer Park and Poland Spring. The two other large bottled water companies are Coca-Cola and PepsiCo, though Nestlé had earned a reputation “in targeting rural communities for spring water, a move that has earned it fierce opposition across the U.S. from towns worried about losing their precious water resources.” And water grabs by Nestlé as well as opposition continue to engulf towns and states and cities across the country, with one more recent case in Oregon.

Nestlé has aroused controversy for its relations with labour, exploiting farmers, pollution, and human rights violations, among many other things. Nestlé has been implicated in the kidnapping and murder of a union activist and employee of the company’s subsidiary in Colombia, with a judge demanding the prosecutor to “investigate leading managers of Nestle-Cicolac to clarify their likely involvement and/or planning of the murder of union leader Luciano Enrique Romero Molina.” In 2012, a Colombian trade union and a human rights group filed charges against Nestlé for negligence over the murder of their former employee Romero.

More recently, Nestlé has been found liable over spying on NGOs, with the company hiring a private security company to infiltrate an anti-globalization group, and while a judge ordered the company to pay compensation, a Nestlé spokesperson stated that, “incitement to infiltration is against Nestlé’s corporate business principles.” Just like child slavery, presumably. But not to worry, the spokesman said, “we will take appropriate action.”

Peter Brabeck, who it should be noted, also sits on the boards of Exxon, L’Oréal, and the banking giant Credit Suisse, warned in 2009 that the global economic crisis would be “very deep” and that, “this crisis will go on for a long period.” On top of that, the food crisis would be “getting worse” over time, hitting poor people the hardest. However, propping up the financial sector through massive bailouts was, in his view, “absolutely essential.” But not to worry, as banks are bailed out by governments, who hand the bill to the population, which pays for the crisis through reduced standards of living and exploitation (which we call “austerity” and “structural reform” measures), Nestlé has been able to adapt to a new market of impoverished people, selling cheaper products to more people who now have less money. And better yet, it’s been making massive profits. And remember, according to Brabeck, isn’t that all that really matters?

This is the world according to corporations. Unfortunately, while it creates enormous wealth, it is also leading to the inevitable extinction of our species, and possibly all life on earth. But that’s not a concern of corporations, so it doesn’t concern those who run corporations, who make the important decisions, and pressure and purchase our politicians.

I wonder… what would the world be like if people were able to make decisions?

How Resource Scarcity & Climate Change Could Produce Global Explosion

Dark waterOldspeak:”In March, for the first time, Director of National Intelligence James R. Clapper listed “competition and scarcity involving natural resources” as a national security threat on a par with global terrorism, cyberwar, and nuclear proliferation.

“Many countries important to the United States are vulnerable to natural resource shocks that degrade economic development, frustrate attempts to democratize, raise the risk of regime-threatening instability, and aggravate regional tensions,” he wrote in his prepared statement for the Senate Select Committee on Intelligence.  “Extreme weather events (floods, droughts, heat waves) will increasingly disrupt food and energy markets, exacerbating state weakness, forcing human migrations, and triggering riots, civil disobedience, and vandalism.”

There was a new phrase embedded in his comments: “resource shocks.” It catches something of the world we’re barreling toward, and the language is striking for an intelligence community that, like the government it serves, has largely played down or ignored the dangers of climate change. For the first time, senior government analysts may be coming to appreciate what energy experts, resource analysts, and scientists have long been warning about: the unbridled consumption of the world’s natural resources, combined with the advent of extreme climate change, could produce a global explosion of human chaos and conflict.  We are now heading directly into a resource-shock world.” –Michael T. Whelp. You know when the Director of National Intelligence says there’s a problem on par with global terrorism, you know shit is real. Unfortunately the trillions of dollars wasted on fighting the “Global War on Terror”, have not been similarly allocated to the global war on our planet. There’s no terrorism on a dead planet.  O_0 These are the over arching problems of our times.   Resource scarcity and climate change.  We are poisoning, wasting and running out of the only things that matter: water, arable land, and air. The resulting scarcity and deteriorating condition of our environment are THE global security problems that are driving, war, terrorism, unrest, inequality,  failing governments, famine, poverty, etc, etc, etc, ad nauseum. Unbridled consumption and destruction of natural, sometimes toxic and non-renewable resources continues unabated. The “resource shock” world is fast approaching, and we are wholly unprepared. The 1% has the resources, armies & governments to protect its interests. Our survival and that of the planet is secondary. If recent events in the wake of bank riots, food riots, government protests, tsunamis, hurricanes, and earthquakes are any indication, people, you’re on your own. Your protests will be brutally and violently suppressed. Your money is taken. Your food is used for fuel.  Your rivers, oceans and lands are used for waste dumps and left as dead zones where life cannot be supported.  Your governments are used as giant ATMs. Countless unknown species are going extinct. Countless unknown amounts of radiation, chemicals and pollutants are being constantly pumped into the biosphere.  How long before the people rise up en masse to demand sustainable and healthy change?” Ignorance is never far from repression” – Henry A. Brace yourself. You may not be able to tell yet, but according to global experts and the U.S. intelligence community, the earth is already shifting under you.  Whether you know it or not, you’re on a new planet, a resource-shock world of a sort humanity has never before experienced.

Two nightmare scenarios — a global scarcity of vital resources and the onset of extreme climate change — are already beginning to converge and in the coming decades are likely to produce a tidal wave of unrest, rebellion, competition, and conflict.  Just what this tsunami of disaster will look like may, as yet, be hard to discern, but experts warn of “water wars” over contested river systems, global food riots sparked by soaring prices for life’s basics, mass migrations of climate refugees (with resulting anti-migrant violence), and the breakdown of social order or the collapse of states.  At first, such mayhem is likely to arise largely in Africa, Central Asia, and other areas of the underdeveloped South, but in time all regions of the planet will be affected.

To appreciate the power of this encroaching catastrophe, it’s necessary to examine each of the forces that are combining to produce this future cataclysm.

Resource Shortages and Resource Wars

Start with one simple given: the prospect of future scarcities of vital natural resources, including energy, water, land, food, and critical minerals.  This in itself would guarantee social unrest, geopolitical friction, and war.

It is important to note that absolute scarcity doesn’t have to be on the horizon in any given resource category for this scenario to kick in.  A lack of adequate supplies to meet the needs of a growing, ever more urbanized and industrialized global population is enough.  Given the wave of extinctions that scientists are recording, some resources — particular species of fish, animals, and trees, for example — will become less abundant in the decades to come, and may even disappear altogether.  But key materials for modern civilization like oil, uranium, and copper will simply prove harder and more costly to acquire, leading to supply bottlenecks and periodic shortages.

Oil — the single most important commodity in the international economy — provides an apt example.  Although global oil supplies may actually grow in the coming decades, many experts doubt that they can be expanded sufficiently to meet the needs of a rising global middle class that is, for instance, expected to buy millions of new cars in the near future.  In its 2011 World Energy Outlook, the International Energy Agency claimed that an anticipated global oil demand of 104 million barrels per day in 2035 will be satisfied.  This, the report suggested, would be thanks in large part to additional supplies of “unconventional oil” (Canadian tar sands, shale oil, and so on), as well as 55 million barrels of new oil from fields “yet to be found” and “yet to be developed.”

However, many analysts scoff at this optimistic assessment, arguing that rising production costs (for energy that will be ever more difficult and costly to extract), environmental opposition, warfare, corruption, and other impediments will make it extremely difficult to achieve increases of this magnitude.  In other words, even if production manages for a time to top the 2010 level of 87 million barrels per day, the goal of 104 million barrels will never be reached and the world’s major consumers will face virtual, if not absolute, scarcity.

Water provides another potent example.  On an annual basis, the supply of drinking water provided by natural precipitation remains more or less constant: about 40,000 cubic kilometers.  But much of this precipitation lands on Greenland, Antarctica, Siberia, and inner Amazonia where there are very few people, so the supply available to major concentrations of humanity is often surprisingly limited.  In many regions with high population levels, water supplies are already relatively sparse.  This is especially true of North Africa, Central Asia, and the Middle East, where the demand for water continues to grow as a result of rising populations, urbanization, and the emergence of new water-intensive industries.  The result, even when the supply remains constant, is an environment of increasing scarcity.

Wherever you look, the picture is roughly the same: supplies of critical resources may be rising or falling, but rarely do they appear to be outpacing demand, producing a sense of widespread and systemic scarcity.  However generated, a perception of scarcity — or imminent scarcity — regularly leads to anxiety, resentment, hostility, and contentiousness.  This pattern is very well understood, and has been evident throughout human history.

In his book Constant Battles, for example, Steven LeBlanc, director of collections for Harvard’s Peabody Museum of Archaeology and Ethnology, notes that many ancient civilizations experienced higher levels of warfare when faced with resource shortages brought about by population growth, crop failures, or persistent drought. Jared Diamond, author of the bestseller Collapse, has detected a similar pattern in Mayan civilization and the Anasazi culture of New Mexico’s Chaco Canyon.  More recently, concern over adequate food for the home population was a significant factor in Japan’s invasion of Manchuria in 1931 and Germany’s invasions of Poland in 1939 and the Soviet Union in 1941, according to Lizzie Collingham, author of The Taste of War.

Although the global supply of most basic commodities has grown enormously since the end of World War II, analysts see the persistence of resource-related conflict in areas where materials remain scarce or there is anxiety about the future reliability of supplies.  Many experts believe, for example, that the fighting in Darfur and other war-ravaged areas of North Africa has been driven, at least in part, by competition among desert tribes for access to scarce water supplies, exacerbated in some cases by rising population levels.

“In Darfur,” says a 2009 report from the U.N. Environment Programme on the role of natural resources in the conflict, “recurrent drought, increasing demographic pressures, and political marginalization are among the forces that have pushed the region into a spiral of lawlessness and violence that has led to 300,000 deaths and the displacement of more than two million people since 2003.”

Anxiety over future supplies is often also a factor in conflicts that break out over access to oil or control of contested undersea reserves of oil and natural gas.  In 1979, for instance, when the Islamic revolution in Iran overthrew the Shah and the Soviets invaded Afghanistan, Washington began to fear that someday it might be denied access to Persian Gulf oil.  At that point, President Jimmy Carter promptly announced what came to be called the Carter Doctrine.  In his 1980 State of the Union Address, Carter affirmed that any move to impede the flow of oil from the Gulf would be viewed as a threat to America’s “vital interests” and would be repelled by “any means necessary, including military force.”

In 1990, this principle was invoked by President George H.W. Bush to justify intervention in the first Persian Gulf War, just as his son would use it, in part, to justify the 2003 invasion of Iraq.  Today, it remains the basis for U.S. plans to employ force to stop the Iranians from closing the Strait of Hormuz, the strategic waterway connecting the Persian Gulf to the Indian Ocean through which about 35% of the world’s seaborne oil commerce  passes.

Recently, a set of resource conflicts have been rising toward the boiling point between China and its neighbors in Southeast Asia when it comes to control of offshore oil and gas reserves in the South China Sea.  Although the resulting naval clashes have yet to result in a loss of life, a strong possibility of military escalation exists.  A similar situation has also arisen in the East China Sea, where China and Japan are jousting for control over similarly valuable undersea reserves.  Meanwhile, in the South Atlantic Ocean, Argentina and Britain are once again squabbling over the Falkland Islands (called Las Malvinas by the Argentinians) because oil has been discovered in surrounding waters.

By all accounts, resource-driven potential conflicts like these will only multiply in the years ahead as demand rises, supplies dwindle, and more of what remains will be found in disputed areas.  In a 2012 study titled Resources Futures, the respected British think-tank Chatham House expressed particular concern about possible resource wars over water, especially in areas like the Nile and Jordan River basins where several groups or countries must share the same river for the majority of their water supplies and few possess the wherewithal to develop alternatives.  “Against this backdrop of tight supplies and competition, issues related to water rights, prices, and pollution are becoming contentious,” the report noted.  “In areas with limited capacity to govern shared resources, balance competing demands, and mobilize new investments, tensions over water may erupt into more open confrontations.”

Heading for a Resource-Shock World

Tensions like these would be destined to grow by themselves because in so many areas supplies of key resources will not be able to keep up with demand.  As it happens, though, they are not “by themselves.”  On this planet, a second major force has entered the equation in a significant way.  With the growing reality of climate change, everything becomes a lot more terrifying.

Normally, when we consider the impact of climate change, we think primarily about the environment — the melting Arctic ice cap or Greenland ice shield, rising global sea levels, intensifying storms, expanding deserts, and endangered or disappearing species like the polar bear.  But a growing number of experts are coming to realize that the most potent effects of climate change will be experienced by humans directly through the impairment or wholesale destruction of habitats upon which we rely for food production, industrial activities, or simply to live.  Essentially, climate change will wreak its havoc on us by constraining our access to the basics of life: vital resources that include food, water, land, and energy.  This will be devastating to human life, even as it significantly increases the danger of resource conflicts of all sorts erupting.

We already know enough about the future effects of climate change to predict the following with reasonable confidence:

* Rising sea levels will in the next half-century erase many coastal areas, destroying large cities, critical infrastructure (including roads, railroads, ports, airports, pipelines, refineries, and power plants), and prime agricultural land.

* Diminished rainfall and prolonged droughts will turn once-verdant croplands into dust bowls, reducing food output and turning millions into “climate refugees.”

* More severe storms and intense heat waves will kill crops, trigger forest fires, cause floods, and destroy critical infrastructure.

No one can predict how much food, land, water, and energy will be lost as a result of this onslaught (and other climate-change effects that are harder to predict or even possibly imagine), but the cumulative effect will undoubtedly be staggering.  In Resources Futures, Chatham House offers a particularly dire warning when it comes to the threat of diminished precipitation to rain-fed agriculture.  “By 2020,” the report says, “yields from rain-fed agriculture could be reduced by up to 50%” in some areas.  The highest rates of loss are expected to be in Africa, where reliance on rain-fed farming is greatest, but agriculture in China, India, Pakistan, and Central Asia is also likely to be severely affected.

Heat waves, droughts, and other effects of climate change will also reduce the flow of many vital rivers, diminishing water supplies for irrigation, hydro-electricity power facilities, and nuclear reactors (which need massive amounts of water for cooling purposes).  The melting of glaciers, especially in the Andes in Latin America and the Himalayas in South Asia, will also rob communities and cities of crucial water supplies.  An expected increase in the frequency of hurricanes and typhoons will pose a growing threat to offshore oil rigs, coastal refineries, transmission lines, and other components of the global energy system.

The melting of the Arctic ice cap will open that region to oil and gas exploration, but an increase in iceberg activity will make all efforts to exploit that region’s energy supplies perilous and exceedingly costly.  Longer growing seasons in the north, especially Siberia and Canada’s northern provinces, might compensate to some degree for the desiccation of croplands in more southerly latitudes.  However, moving the global agricultural system (and the world’s farmers) northward from abandoned farmlands in the United States, Mexico, Brazil, India, China, Argentina, and Australia would be a daunting prospect.

It is safe to assume that climate change, especially when combined with growing supply shortages, will result in a significant reduction in the planet’s vital resources, augmenting the kinds of pressures that have historically led to conflict, even under better circumstances.  In this way, according to the Chatham House report, climate change is best understood as a “threat multiplier… a key factor exacerbating existing resource vulnerability” in states already prone to such disorders.

Like other experts on the subject, Chatham House’s analysts claim, for example, that climate change will reduce crop output in many areas, sending global food prices soaring and triggering unrest among those already pushed to the limit under existing conditions.  “Increased frequency and severity of extreme weather events, such as droughts, heat waves, and floods, will also result in much larger and frequent local harvest shocks around the world… These shocks will affect global food prices whenever key centers of agricultural production area are hit — further amplifying global food price volatility.”  This, in turn, will increase the likelihood of civil unrest.

When, for instance, a brutal heat wave decimated Russia’s wheat crop during the summer of 2010, the global price of wheat (and so of that staple of life, bread) began an inexorable upward climb, reaching particularly high levels in North Africa and the Middle East.  With local governments unwilling or unable to help desperate populations, anger over impossible-to-afford food merged with resentment toward autocratic regimes to trigger the massive popular outburst we know as the Arab Spring.

Many such explosions are likely in the future, Chatham House suggests, if current trends continue as climate change and resource scarcity meld into a single reality in our world.  A single provocative question from that group should haunt us all: “Are we on the cusp of a new world order dominated by struggles over access to affordable resources?”

For the U.S. intelligence community, which appears to have been influenced by the report, the response was blunt.  In March, for the first time, Director of National Intelligence James R. Clapper listed “competition and scarcity involving natural resources” as a national security threat on a par with global terrorism, cyberwar, and nuclear proliferation.

“Many countries important to the United States are vulnerable to natural resource shocks that degrade economic development, frustrate attempts to democratize, raise the risk of regime-threatening instability, and aggravate regional tensions,” he wrote in his prepared statement for the Senate Select Committee on Intelligence.  “Extreme weather events (floods, droughts, heat waves) will increasingly disrupt food and energy markets, exacerbating state weakness, forcing human migrations, and triggering riots, civil disobedience, and vandalism.”

There was a new phrase embedded in his comments: “resource shocks.” It catches something of the world we’re barreling toward, and the language is striking for an intelligence community that, like the government it serves, has largely played down or ignored the dangers of climate change. For the first time, senior government analysts may be coming to appreciate what energy experts, resource analysts, and scientists have long been warning about: the unbridled consumption of the world’s natural resources, combined with the advent of extreme climate change, could produce a global explosion of human chaos and conflict.  We are now heading directly into a resource-shock world.
