When you see the full length and breadth of the depraved and anti-human logic profit-hungry corporocrats concoct to serve their anti-democratic ends, all you can do is shake your head and sigh. Why? Why were over 100,ooo poor, working and middle class Americans killed and maimed? Why have 1,ooo,ooo Iraqi men women and children been killed, with untold numbers on of Americans & Iraqis poisoned and permanently disfigured via the rain of depleted uranium bullets and shells rained on Iraq? Artificially imposed scarcity to generate exorbitant profits, or in a word: Greed. They believe wholeheartedly in the immortal words of Gordon Gekko “Greed is right, greed works. Greed clarifies, cuts through, and captures the essence of the evolutionary spirit. Greed, in all of its forms; greed for life, for money, for love, knowledge has marked the upward surge of mankind. And greed, you mark my words, will not only save Teldar Paper, but that other malfunctioning corporation called the USA” They see the world as a “college of corporations, inexorably determined by the immutable bylaws of business“. They see the USA as a failing corporation, and they’re looting it before it goes bankrupt. Buying and selling everything that isn’t nailed down, including people. We the people are not really people in their eyes. We’re employees. Unsecured creditors. Revenue streams. All expendable, as evidenced by the breathtaking misadventures in Iraq. The ironic thing is this diabolical plan and illegal war, will help the planet as whole. 10 million less barrels of oil have been burned. The profits accumulated and trillions of dollars wasted are artificial. The real costs in lives and resources have been unacceptably and unnecessarily high. If things remain as they are, conditions will deteriorate. These resource wars will become more more frequent, when there isn’t enough to go around.  Sadly this secret history will not become public, I don’t expect corporate media to pick up on what this intrepid journalist has reported. The official stories and counter-stories have been inculcated. War crimes will continue to go unpunished. Could we expect anything else from a civilization that organizes itself around entities like  sociopathic multinational energy corporations?

Because it was marked “confidential” on each page, the oil industry stooge couldn’t believe the US State Department had given me a complete copy of their secret plans for the oil fields of Iraq.

Actually, the State Department had done no such thing. But my line of bullshit had been so well-practiced and the set-up on my mark had so thoroughly established my fake identity, that I almost began to believe my own lies.

I closed in. I said I wanted to make sure she and I were working from the same State Department draft. Could she tell me the official name, date and number of pages? She did.

Bingo! I’d just beaten the Military-Petroleum Complex in a lying contest, so I had a right to be chuffed.

After phoning numbers from California to Kazakhstan to trick my mark, my next calls were to the State Department and Pentagon. Now that I had the specs on the scheme for Iraq’s oil – that State and Defense Department swore, in writing, did not exist – I told them I’d appreciate their handing over a copy (no expurgations, please) or there would be a very embarrassing story on BBC Newsnight.

Within days, our chief of investigations, Ms Badpenny, delivered to my shack in the woods outside New York a 323-page, three-volume programme for Iraq’s oil crafted by George Bush’s State Department and petroleum insiders meeting secretly in Houston, Texas.

I cracked open the pile of paper – and I was blown away.

Like most lefty journalists, I assumed that George Bush and Tony Blair invaded Iraq to buy up its oil fields, cheap and at gun-point, and cart off the oil. We thought we knew the neo-cons true casus belli: Blood for oil.

But the truth in the Options for Iraqi Oil Industry was worse than “Blood for Oil”. Much, much worse.

The key was in the flow chart on page 15, Iraq Oil Regime Timeline & Scenario Analysis:

“…A single state-owned company …enhances a government’s relationship with OPEC.”

Let me explain why these words rocked my casbah.

I’d already had in my hands a 101-page document, another State Department secret scheme, first uncovered by Wall Street Journal reporter Neil King, that called for the privatisation, the complete sell-off of every single government-owned asset and industry. And in case anyone missed the point, the sales would include every derrick, pipe and barrel of oil, or, as the document put it, “especially the oil”.

That plan was created by a gaggle of corporate lobbyists and neo-cons working for the Heritage Foundation. In 2004, the plan’s authenticity was confirmed by Washington power player Grover Norquist. (It’s hard to erase the ill memory of Grover excitedly waving around his soft little hands as he boasted about turning Iraq into a free-market Disneyland, recreating Chile in Mesopotamia, complete with the Pinochet-style dictatorship necessary to lock up the assets – while behind Norquist, Richard Nixon snarled at me from a gargantuan portrait.)

The neo-con idea was to break up and sell off Iraq’s oil fields, ramp up production, flood the world oil market – and thereby smash OPEC and with it, the political dominance of Saudi Arabia.

General Jay Garner also confirmed the plan to grab the oil. Indeed, Secretary of Defense Donald Rumsfeld fired Garner, when the General, who had lived in Iraq, complained the neo-con grab would set off a civil war. It did. Nevertheless, Rumsfeld replaced Garner with a new American viceroy, Paul Bremer, a partner in Henry Kissinger’s firm, to complete the corporate takeover of Iraq’s assets – ”especially the oil”.

But that was not to be. While Bremer oversaw the wall-to-wall transfer of Iraqi industries to foreign corporations, he was stopped cold at the edge of the oil fields.

How? I knew there was only one man who could swat away the entire neo-con army: James Baker, former Secretary of State, Bush family consiglieri and most important, counsel to Exxon-Mobil Corporation and the House of Saud.

(One unwitting source was industry oil-trading maven Edward Morse of Lehman/Credit Suisse, who threatened to sue Harper’s Magazine for my quoting him. Morse denied I ever spoke with him. But when I played the tape from my hidden recorder, his memory cleared and he scampered away.)

There was no way in hell that Baker’s clients, from Exxon to Abdullah, were going to let a gaggle of neo-con freaks smash up Iraq’s oil industry, break OPEC production quotas, flood the market with six million bbd of Iraqi oil and thereby knock the price of oil back down to $13 a barrel where it was in 1998.

Big Oil could not allow Iraq’s oil fields to be privatised and taken from state control. That would make it impossible to keep Iraq within OPEC (an avowed goal of the neo-cons) as the state could no longer limit production in accordance with the cartel’s quota system. The US oil industry was using its full political mojo to prevent their being handed ownership of Iraq’s oil fields.

That’s right: The oil companies didn’t want to own the oil fields – and they sure as hell didn’t want the oil. Just the opposite. They wanted to make sure there would be a limit on the amount of oil that would come out of Iraq.

Saddam wasn’t trying to stop the flow of oil – he was trying to sell more. The price of oil had been boosted 300 percent by sanctions and an embargo cutting Iraq’s sales to two million barrels a day from four. With Saddam gone, the only way to keep the damn oil in the ground was to leave it locked up inside the busted state oil company which would remain under OPEC (i.e. Saudi) quotas.

The James Baker Institute quickly and secretly started in on drafting the 323-page plan for the State Department. With authority granted from the top (i.e. Dick Cheney), ex-Shell Oil USA CEO Phil Carroll was rushed to Baghdad in May 2003 to take charge of Iraq’s oil. He told Bremer, “There will be no privatisation of oil – END OF STATEMENT.” Carroll then passed off control of Iraq’s oil to Bob McKee of Halliburton, Cheney’s old oil-services company, who implemented the Baker “enhance OPEC” option anchored in state ownership.

Some oil could be released, mainly to China, through limited, but lucrative, “production sharing agreements”.

And that’s how George Bush won the war in Iraq. The invasion was not about “blood for oil”, but something far more sinister: blood for no oil. War to keep supply tight and send prices skyward.

Oil men, whether James Baker or George Bush or Dick Cheney, are not in the business of producing oil. They are in the business of producing profits.

And they’ve succeeded. Iraq, capable of producing six to 12 million barrels of oil a day, still exports well under its old OPEC quota of three million barrels.

The result: As we mark the tenth anniversary of the invasion this month, we also mark the fifth year of crude at $100 a barrel.

I’ve been having trouble with mirrors lately. When I look these days, I see a bastard staring back, a stranger, a guy who should be ashamed of himself.

He is.

A long, long time ago, I wrote this: “America is an idea, a dream. You can take away our cities, our roads, our crops, our armies, you can take all of that away, and the idea that is America will still be there, as pure and great as anything conceived by the human mind.”

I still believe that, and therein lies the problem. I am a sucker for that dream, that idea, and for the last few years I allowed it to seduce me.

Hunter S. Thompson had Richard Nixon as his white whale, and while I would never in Hell think to compare myself to The Doctor, we share a similar experience, insofar as George W. Bush was my white whale. Deep in the heart of those Nixon years, Thompson lamented about “what a fantastic monument to all the best instincts of the human race this country might have been, if we could have kept it out of the hands of greedy little hustlers like Richard Nixon.” So it was, for me, with Bush.

From the moment the Supreme Court decision came down in 2000 that gifted the White House to Bush, to the moment he was finally and forever out of power, I resisted him and his works, because I knew what he represented, what he was about, and what he was doing to my beloved country. My instincts were finely honed, and I gave probably a million words – in print, and spoken aloud on the road for some 800,000 miles – to the cause of thwarting him and everything he stood for.

And now? Now I’m suddenly wondering where that guy has been. He sure as hell isn’t the one I see in the mirror. He lapsed into a moral coma, lulled by his idea of America and by the election of someone who can talk the birds out of the trees even as the lumberjacks clear-cut the forest.

Make no mistake, now: that’s not a “Obama is the same as Bush” argument. Nobody is Bush, because Bush stands alone, and whoever makes that kind of equivalency either slept through the first eight years of this century, hit their head and forgot what those eight years were like, or is trying to sell you something.

The issue is not about Obama being the same as Bush. The issue is the fact that it doesn’t matter a tinker’s damn who sits in that fine round room. I believe Mr. Obama to be a better man than his predecessor, and if we had ham, we could have ham and eggs, if we had eggs.

I believe in the idea that is America, but I also believe in Tomas Young, who was re-introduced to me by way of a Chris Hedges article that should be mandatory reading for every sentient American on the continent. Young was shot through the spine and permanently paralyzed during his deployment to Iraq, and later went on to be one of the first veterans to actively and publicly denounce the war…and now? Now, after a number of physical setbacks, he actively seeks his own death, but lacks the capability to do it himself, and will not allow anyone to finish things for him. So he sits in hospice and waits to die.

I believe in the idea that is America, but Tomas Young is dying because he believed, too. He is dying, and the people who delivered him to the slow sunset of his death remain utterly unmolested by the rule of law we Americans take so much misguided pride in. I live with my idea of America in one hand, and the dying light of Tomas Young in the other, and when I look in the mirror, I cannot meet my own eyes. I spent all those years fighting against everything that is ending Tomas Young’s life, I made documenting their serial crimes my life’s work…and then I let it slide, because Bush was gone, and I couldn’t summon the necessary energy to remain outraged over the fact that they all got away with the crime of the millennium scot-free.

It is enough.

I am finished with the moral geometry that says this is better than that, which makes this good. This is not good; this is, in fact, intolerable. Allowing the perpetrators of war crimes – widely televised ones at that – to retain their good name and go on Sunday talk shows as if they had anything to offer besides their ideology of murder and carnage is intolerable. Entertaining the idea that the billions we spend preparing for war cannot be touched, and so the elderly and the infirm and the young and the weak and the voiceless must pay the freight instead, is intolerable.

The pornography of America’s global killing spree is intolerable, and, by the by, I am sick of hearing about drones. A child killed by a Hellfire missile that was fired from a drone is exactly, precisely as dead as a child killed by a Hellfire missile fired from an Apache attack helicopter, precisely as dead as a child killed by a smart bomb, precisely as dead as a child killed by a sniper, precisely as dead as a child killed by a land mine, or by a cruise missile, or by any of the myriad other ways instant death is dealt by this hyper-weaponized nation of ours.

Exactly, precisely as God damned dead, and the blood is on our hands regardless of the means used to do the killing. The issue is not the drones. The issue is our hard, black hearts, and the grim fact that the debate in this country right now is not about whether the killing is wrong, but about the most morally acceptable way of going about that killing. Drones are bad, but snipers are better, because you don’t hear the buzzing sound in the sky before your lights go out forever. Or something.

It is the killing, it is the permanent war, it is our deranged national priorities. It is the system we live under which requires the serial deaths of all those innocents to maintain our economic health that should appall us. We sup upon the blood and bonemeal that is the byproduct of the idea that is America, and we sleep. And we sleep.

I mean to face the stranger in the mirror tomorrow, and so I must acknowledge my own culpability in all this. I am to blame; I went to sleep, because I have an idea of America that I cling to desperately, and so I bought into the soothing nonsense of cosmetic change even as the sound of the same old gears ground on around me.

I am sorry.

I still believe in that idea.

And I am awake.

State Of The Union 2013: Obama & The Illusory State Of The Empire

Oldspeak:”Yet another brilliantly masterful oratory performance by President Obama. Rousing applause and tear-jerking gold. I found it deeply disturbing that the president spoke at length about cuts to social programs like  medicare and “entitlement reform” a.k.a. cuts to social security, but rather quickly and matter of factly, asserted that cuts to our military “would jeopardize our military readiness”. This after saying a few short months ago he would veto any efforts to get rid of automatic spending cuts. This with the knowledge that America outspends the next 20 nations COMBINED for “Defense”. Knowing all too well that 56 cents of every dollar in U.S. government discretionary spending goes to The Pentagon, NOT Medicare. Presiding over an America, the supposed bastion of liberty and freedom, that sees the world as a giant military outpost, with over 1,000 military installations dotting the globe, eclipsing the 37 citadels and fortresses mighty Roman Empire occupied in its reign of  “global domination”. He crowed about his “No Child Left Behind”- ERR… I mean “Race To The Top” Public Education privatization scam. He continued to voice his support for expansion of  environment killing oil and “natural” gas fracking, and called for “market-based solution to climate change” a.k.a. “Cap and Trade”,  a monetized, non-environment based response to the destruction of our environment. This even though real world applications of this “solution”  actually make climate change WORSE, while  it furthur divests the people from the land, placing more resources under the control of corporations. The President  flat-out lied about the legality and transparency of his unconstitutional CIA/JSOC drone/SpecOps assassination program. “President Obama has given his counterterrorism adviser, (his “assassination czar” nominee & probable future head of the CIA) John Brennan, carte blanche to run operations in North Africa and the Middle East, provided he didn’t do anything that ended up becoming an exposé in The New York Times and embarrassing the administration“. -Michael Zennie. A dizzying array of  highly compartmentalized, “off the books”, “outside the traditional command structure” direct actions with ZERO TRANSPARENCY, were/are carried out in secret wars Africa & the Middle East. The Benghazi attack was retaliation for one of these secret “direct actions” that the CIA director and Libyan Ambassador knew nothing about.  Thousands of Muslim men women and children are already dead as a result of covert/proxy wars. Including three Americans, one an innocent 16-year-old boy, summarily executed without charge, due process, or congressional oversight.  What could be more embarrassing than that? Yet, it’s viewed as “justice” and continues unabated and unaccountable. There is no acceptable legal justification of this. When Americans are subject to summary execution by the President, moral, justice and law based democracy dies. This coming from a former constitutional law professor. Knowing this, one has to wonder as  the author of this article  asks: “Does the US remain a global imperial power? Or are the Pentagon’s – and the shadow CIA’s – armies nothing more than mercenaries of a global neoliberal system the US still entertains the illusion of controlling?” -Pepe Escobar  “Ignorance Is Strength”.

Barack Obama would never be so crass as to use a State of the Union (SOTU) address to announce an “axis of evil”.

No. Double O Bama, equipped with his exclusive license to kill (list), is way slicker. As much as he self-confidently pitched a blueprint for a “smart” – not bigger – US government, he kept his foreign policy cards very close to his chest.

Few eyebrows were raised on the promise that “by the end of next year our war in Afghanistan will be over”; it won’t be, of course, because Washington will fight to the finish to keep sizeable counterinsurgency boots on the ground – ostensibly to fight, in Obama’s words, those evil “remnants of al-Qaeda”.

Obama promised to “help” Libya, Yemen and Somalia, not to mention Mali. He promised to “engage” Russia. He promised to seduce Asia with the Trans-Pacific Partnership – essentially a collection of corporate-friendly free-trade agreements. On the Middle East, he promised to “stand” with those who want freedom; that presumably does not include people from Bahrain.

As this was Capitol Hill, he could not help but include the token “preventing Iran from acquiring nuclear weapons”; putting more “pressure” on Syria – whose “regime kills its own people”; and to remain “steadfast” with Israel.

North Korea was mentioned. Always knowing what to expect from the horse’s mouth, the foreign ministry in Pyongyang even issued a preemptive attack, stressing that this week’s nuclear test was just a “first response” to US threats; “second and third measures of greater intensity” would be unleashed if Washington continued to be hostile.

Obama didn’t even bother to answer criticism of his shadow wars, the Drone Empire and the legal justification for unleashing target practice on US citizens; he mentioned, in passing, that all these operations would be conducted in a “transparent” way. Is that all there is? Oh no, there’s way more.

Double O’s game
Since 9/11, Washington’s strategy during the George W Bush years – penned by the neo-cons – read like a modified return to land war. But then, after the Iraq quagmire, came a late strategic adjustment, which could be defined as the Petraeus vs Rumsfeld match. The Petraeus “victory” myth, based on his Mesopotamian surge, in fact provided Obama with an opening for leaving Iraq with the illusion of a relative success (a myth comprehensively bought and sold by US corporate media).

Then came the Lisbon summit in late 2010, which was set up to turn the North Atlantic Treaty Organization (NATO) into a clone of the UN Security Council in a purely Western format, capable of deploying autonomous military interventions – preemption included – all over the world. This was nothing less than classic Bush-Obama continuum.

NATO’s Lisbon summit seemed to have enthroned a Neoliberal Paradise vision of the complex relations between war and the economy; between the military and police operations; and between perennial military hardware upgrading and the political design of preemptive global intervention. Everything, once again, under Obama’s supervision.

The war in Afghanistan, for its part, was quite useful to promote NATO as much as NATO was useful to promote the war in Afghanistan – even if NATO did not succeed in becoming the Security Council of the global American Empire, always bent on dominating, or circumventing, the UN.

Whatever mission NATO is involved in, command and control is always Washington’s. Only the Pentagon is able to come up with the logistics for a transcontinental, global military operation. Libya 2011 is another prime example. At the start, the French and the Brits were coordinating with the Americans. But then Stuttgart-based AFRICOM took over the command and control of Libyan skies. Everything NATO did afterwards in Libya, the virtual commander in chief was Barack Obama.

So Obama owns Libya. As much as Obama owns the Benghazi blowback in Libya.

Libya seemed to announce the arrival of NATO as a coalition assembly line on a global scale, capable of organizing wars all across the world by creating the appearance of a political and military consensus, unified by an all-American doctrine of global order pompously titled “NATO’s strategic concept”.

Libya may have been “won” by the NATO-AFRICOM combo. But then came the Syria red line, duly imposed by Russia and China. And in Mali – which is blowback from Libya – NATO is not even part of the picture; the French may believe they will secure all the gold and uranium they need in the Sahel – but it’s AFRICOM who stands to benefit in the long term, boosting its military surge against Chinese interests in Africa.

What is certain is that throughout this convoluted process Obama has been totally embedded in the logic of what sterling French geopolitical analyst Alain Joxe described as “war neoliberalism”, inherited from the Bush years; one may see it as a champagne definition of the Pentagon’s long, or infinite, war.

Double O’s legacy
Obama’s legacy may be in the process of being forged. We might call it Shadow War Forever – coupled with the noxious permanence of Guantanamo. The Pentagon for its part will never abandon its “full spectrum” dream of military hegemony, ideally controlling the future of the world in all those shades of grey zones between Russia and China, the lands of Islam and India, and Africa and Asia.

Were lessons learned? Of course not. Double O Bama may have hardly read Nick Turse’s exceptional book Kill Anything that Moves: The Real American War in Vietnam, where he painstakingly documents how the Pentagon produced “a veritable system of suffering”. Similar analysis of the long war on Iraq might only be published by 2040.

Obama can afford to be self-confident because the Drone Empire is safe. [1] Most Americans seem to absent-mindedly endorse it – as long as “the terrorists” are alien, not US citizens. And in the minor netherworlds of the global war on terror (GWOT), myriad profiteers gleefully dwell.

A former Navy SEAL and a former Green Beret have published a book this week, Benghazi: the Definitive Report, where they actually admit Benghazi was blowback for the shadow war conducted by John Brennan, later rewarded by Obama as the new head of the CIA.

The book claims that Petraeus was done in by an internal CIA coup, with senior officers forcing the FBI to launch an investigation of his affair with foxy biographer Paula Broadwell. The motive: these CIA insiders were furious because Petraeus turned the agency into a paramilitary force. Yet that’s exactly what Brennan will keep on doing: Drone Empire, shadow wars, kill list, it’s all there. Petraeus-Brennan is also classic continuum.

Then there’s Esquire milking for all it’s worth the story of an anonymous former SEAL Team 6 member, the man who shot Geronimo, aka Osama bin Laden. [2] This is familiar territory, the hagiography of a Great American Killer, whose “three shots changed history”, now abandoned by a couldn’t-care-less government machinery but certainly not by those who can get profitable kicks from his saga way beyond the technically proficient torture-enabling flick – and Oscar contender – Zero Dark Thirty.

Meanwhile, this is what’s happening in the real world. China has surpassed the US and is now the biggest trading nation in the world – and counting. [3] This is just the first step towards the establishment of the yuan as a globally traded currency; then will come the yuan as the new global reserve currency, connected to the end of the primacy of the petrodollar… Well, we all know the drill.

So that would lead us to reflect on the real political role of the US in the Obama era. Defeated (by Iraqi nationalism) – and in retreat – in Iraq. Defeated (by Pashtun nationalism) – and in retreat – in Afghanistan. Forever cozy with the medieval House of Saud – “secret” drone bases included (something that was widely known as early as July 2011). [4] “Pivoting” to the Indian Ocean and the South China Sea, and pivoting to a whole bunch of African latitudes; all that to try to “contain” China.

Thus the question Obama would never dare to ask in a SOTU address (much less in a SOTE – State of the Empire – address). Does the US remain a global imperial power? Or are the Pentagon’s – and the shadow CIA’s – armies nothing more than mercenaries of a global neoliberal system the US still entertains the illusion of controlling?

AMY GOODMAN: Arms control advocates are blaming the Obama administration for last week’s failed negotiations over the first-ever global agreement regulating the $60 billion arms trade. While most United Nations member states favored a strong treaty, the United States and Russia said there was not enough time left for them before Friday’s deadline to clarify and resolve issues they had with the draft treaty. The U.S. — the world’s largest manufacturer — had demanded a number of exemptions and ultimately said it needed more time to review the proposals. White House officials had cited the need to protect Second Amendment rights in the U.S., despite U.N. assurances the treaty text would not interfere. Amnesty International USA said the U.S. had shown stunning cowardice, adding, “It’s a staggering abdication of leadership by the world’s larger exporter of conventional weapons, to pull the plug on the talks just as they were nearing an historic breakthrough.”

I’ve got the frequent flier miles to prove it.” According to Shapiro, U.S. arms sales have already topped $50 billion in 2012, putting the U.S. on pace to increase its total for the year by 70%.

For more we’re joined by Bill Hartung, author of, “Prophets of War: Lockheed Martin and the Making of the Military-Industrial Complex.” We welcome you to Democracy Now! Bill, explain what happened, how the treaty negotiations took place and what happened at the very end last week.

BILL HARTUNG: One of the toughest things is the were trying to get consensus. So, a number of smaller countries raised procedural issues. All those had seemed to be resolved. Within a day of the end of the negotiations, activists thought the treaty was going to happen. Not perfect, but certainly would make it harder to sell to human rights abusers, throw guns into war zones. The U.S. then suddenly pulled back and said, well we don’t think the treaty is really ready, let’s sort of start from scratch. Essentially, that was the last straw. Other countries like Russia put up obstructions. But once the U.S. pulled out it was the last nail in the coffin.

AMY GOODMAN: Explain exactly what was the U.S. involvement all along and why is the U.S. so important to the ATT, the Arms Trade Treaty?

BILL HARTUNG: The U.S. is the biggest arms exporters in the world, and in other areas has been a political leader. Here the Obama administration was pulling back. They weren’t really using any political muscle to support this; they were, sort of, reluctant participants. But, I do not think it was expected that they were going to go so far as to actually torpedo the treaty. They had not supported key elements like regulating ammunition, which was central to keeping — stopping the killing.

AMY GOODMAN: Talk about the players who were at the United Nations, the forces lobbying against the ATT, the Arms Trade Treaty. Talk about the power of the NRA.

BILL HARTUNG: The NRA has taken an interest in the global arms trade going back about two decades. Their theory, which has been discredited, is if you regulate guns anywhere, there will be regulated everywhere. Also, they’re opposed to treaties of any form. Basically, they love guns, they hate treaties, and this was a chance for them to exert influence both within the U.N. and also against the Obama administration to keep it from taking a stronger stand.

AMY GOODMAN: Wayne LaPierre was at the United Nations, the spokesperson for the head of the National rifle Association.

BILL HARTUNG: Yes, he was there. He gave a speech where basically he said the treaty was an offense to any American who breathed free air. They were way over the top, especially given that the treaty was designed to let countries regulate arms within their own borders; really dealt only with cross border transfer. So, they really — not only were they an obstacle, but they were completely off base in their characterization of the treaty.

AMY GOODMAN: Last month, Larry Pratt, Executive Director of Gun Owners of America, spoke to Fox News about his concerns about the U.N. arms treaty.

Larry Pratt: It would complete work against what the Second Amendment is intended to do, but it doesn’t seem that the Constitution as much of an obstacle or problem for this administration. But, nevertheless, shall not be infringed, it is something that a treaty can’t trump. The very language in the Constitution dealing with treaty making says that treaties have to be made under the authority of the United States. And if we the People haven’t given authority for gun control to the United States through the federal government, then its hands are tied.

AMY GOODMAN: That’s Larry Pratt, Executive Director of the Gun Owners of America. Bill Hartung, your response?

BILL HARTUNG: Well, there’s two problems with that. Once, obviously, if you agree to a treaty, it’s ratified by the Senate, the people have spoken. That’s why you elect representatives. Second of all, as I mentioned, the treaty had nothing to do with domestic gun control. It’s essentially a paranoid fantasy the NRA translated into their political force around the country.

AMY GOODMAN: Bill, the torpedoing of the arms trade treaty, the ATT, took place exactly a week after the Aurora massacre in Colorado with 12 people killed and many injured. Talk about the links between what’s happening in the United States — very quickly, President Obama came out and said, we don’t need new laws around gun-control, affirming the Second Amendment and the Republican candidate Mitt Romney also shares the same view on that — and then you have this global treaty at the United Nations, within days, torpedoed.

BILL HARTUNG: I think it sends an awful signal to the world. Not only are we not willing to keep arms from killing people overseas, but also our government is not willing to take strong action to prevent the kind of massacre that happened in Aurora within our own borders. The NRA bridges that gap, because they tried to kill the arms treaty, they’ve tried to prevent any gun regulation in the U.S., even though their own membership, in some cases, supports stronger measures than their leadership does. So, to some degree, it’s not really the kind of grass-roots movement that’s presented. There’s the leadership out ahead sort of on the right wing of it, also they’re heavily funded by the gun manufacturers. So, it’s really a special interest group masquerading as some sort of mass movement.

AMY GOODMAN: Explain what you mean.

BILL HARTUNG: Well, the leadership is out in front of the membership in terms of harsh opposition to any gun-control, even things like a waiting period, registration of guns, making sure you can’t walk into a gun show as a criminal and buy a gun easily — which is what happened in the Columbine case. Controls of assault rifles like the ones that was used in Aurora. All of these things are being blocked by NRA leadership, and companies like Smith & Wesson that made gun that was used in Aurora, the military style assault weapon, have given over a million dollars to the NRA. Some gun shops say, round up your purchase and we’ll give the difference to the NRA; called the Roundup Program — that’s put millions in their coffers. So, the NRA would prefer not to have that known, but places like the Violence Policy Center have exposed it in some detail.

AMY GOODMAN: Bill Hartung, I want to ask you about how best to regulate arms. Let me ask you, for a moment, about what happened in Illinois. Very interesting news. The Illinois governor, Pat Quinn, has unveiled a proposal to ban assault weapons in Illinois. On Tuesday, he used his amendatory veto power to propose banning the manufacture and sale of assault weapons and attachments. Quinn is the first U.S. governor to formally put forward an assault weapons ban since the shooting massacre in Aurora, Colorado last month.

PAT QUINN: We should show the nation that when something really bad happens as happened in Aurora, Colorado, a horrific massacre, that we don’t stand idly by. We take action to deal with the source of that problem, and I think we have done that today.

AMY GOODMAN: That’s Illinois Governor Pat Quinn. Bill Hartung, was this a surprise? How significant is this? Could this lead other governors to do the same thing?

BILL HARTUNG: Well, we haven’t seen that kind of courage by other elected officials, and I’m hoping that it gets the ball rolling and it will be emulated in other states. As I indicated, to some degree, the NRA is a paper tiger, and what I mean by that is they don’t have full support of their own membership. Eighty percent of the public support sensible gun controls. So, really, they’ve kind of puffed up their political force beyond what it really is, and they’ve sort of harped on the fact that they’re important in key states like Pennsylvania, swing states like Ohio and Virginia, North Carolina. But even there, I think if you had people explaining — governors for example — the impact of these things, I don’t think you would have the majority of people, even in the NRA, supporting easy access by criminals to military-style assault rifles.

AMY GOODMAN: On the issue of best regulating arms, I want to go first to one of the activists who set up a mock cemetery outside the U.N. Wednesday to urge negotiators to pass a strong Arms Trade Treaty. David Grimason has been active in calling for stringent arms regulations ever since his 2-year-old, Alistair, was shot and killed during a family visit to Turkey nine years ago.

DAVID GRIMASON: A treaty that doesn’t include all conventional weapons and all ammunition is, to me, would just be pointless. At the moment, you’ve got kind of unscrupulous governments that are willing to sell arms to any nation, not really caring about how they’re going to be used. If we don’t get a strong treaty, then that will continue, and the numbers we’re seeing, with 2000 people a day dying, that will continue unless we get a strong treaty.

AMY GOODMAN: Bill Hartung, your response?

BILL HARTUNG: Well, I think he is absolutely right. I mean countries like Russia arming Syria, China arming Sudan, the U.S. doesn’t have clean hands here selling to places like Bahrain that have crushed democracy movements; countries like Saudi Arabia which are not undemocratic themselves but have supported the crushing of democracy in Bahrain, sent troops there. Yet we have the biggest weapons deal in history with the Saudis. Sixty billion dollars, which there’s nothing to compare to that in history. So there’s this signal by the U.S., we’re going to still arm dictatorships, even in the midst of the Arab Spring. We’re not going to get up front about regulating some of these sales, we’re going to try to delay it. So, I think it sends an awful message to the world and doesn’t represent the views of the American public.

AMY GOODMAN: Let me turn to President Eisenhower. In fact, part of the name of your book comes from that famous address that President Eisenhower gave. President Dwight D. Eisenhower’s famous farewell speech to the nation. It was January 17, 1961.

DWIGHT D. EISENHOWER: My fellow Americans, this evening I come to you with a message of leave-taking and farewell and to share a few final thoughts with you, my countrymen. We have been compelled to create a permanent armaments industry of vast proportions. Three and a half million men and women are directly engaged in the defense establishment. The total influence, economic, political, even spiritual, is felt in every city, every state house, every office of the federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. In the councils of government, we must guard against the acquisition of unwarranted influence whether sought or unsought, by the military industrial complex, the potential for the disastrous rise of misplaced power exists and will persists.

AMY GOODMAN: That was President Eisenhower’s farewell address, January 17, 1961. An excerpt from the documentary “Why We fight.” More than 50 years after that speech, many argue the military-industrial complex is stronger than ever. Bill Hartung?

BILL HARTUNG: Well, I think is certainly is stronger than ever. Companies like Lockheed Martin, by itself, gets $36 billion a year from the Pentagon — essentially, people are paying Lockheed Martin tax of $300 a year or more. It’s the biggest entity that’s getting money from the federal government, it’s also involved not only in arms exports, building nuclear weapons, building fighter planes, building combat ships, but it’s also one of the key players in trying to roll back regulations on arms exports and to try to keep the Obama administration from reducing Pentagon spending. So, it’s working on all fronts, you know, to change our policy in a more militarized direction, and as I said, that runs counter to what the average American thinks. Even in states that depend on military spending, recent polls show they’re willing to cut military spending to a greater degree than the so-called sequester, the automatic cuts, that would come if Congress doesn’t get in a budget deal together to reduce the deficit. So, in the same sense that Eisenhower talked about, that military-industrial complex subverts democracy, we are seeing the very same thing today.

AMY GOODMAN: Earlier this year, Bill, one of the world’s most notorious arms smugglers was sentenced to 25 years in prison by a New York federal court judge — not for smuggling, but for conspiracy and terrorism charges. Viktor Bout is known as “The Merchant of Death” for running what the United Nations and U.S. officials say was an intentional arms trafficking network. In April, during a pre-sentencing telephone interview with Voice of Russia Bout maintained his innocence saying all arms suppliers in the U.S. would be in prison, too, if the same standards were applied across the board.

VIKTOR BOUT: I am innocent. I don’t commit any crime. There is no crime to sit and talk. If you’re going to apply the same standards to me, then you’re going to, you know, jail all those arms dealers in America who are selling the arms and ending up killing Americans. They are involved even more than me.

AMY GOODMAN: That was Viktor Bout. Bill Hartung, your response, if you can respond to what Viktor Bout is saying, respond to the power of U.S. military contractors, and also talk about whether the ATT, the Arms Trade Treaty, is totally dead.

BILL HARTUNG: Well, I think starting with the treaty, there is a move by the groups that supported it to take it to the General Assembly of the United Nations. There they need a majority, not a full consensus. I think that is a hard thing to do, but certainly worth as much energy as possible. I do not think it is impossible to do that. In terms of Bout’s statement, perhaps the U.S. is not quite on the level he was; he was arming Sierra Leone, He was arming Angola, some of his arms went to the Taliban. But, the U.S. had links to Bout. His companies were being hired to ferry weapons into Iraq. Many dealers like Bout have past associations with the CIA, with intelligence agencies around the world, helping them carry out deals like Iran-Contra. So, as I said, the U.S. doesn’t that have clean hands in this, and without an arms trade treaty, somebody like Bout can go around the world, hide behind different laws in different countries, deal with the patch-work regulations we have now, which is why it took so long to get him into jail. And as you said, they didn’t even get him on arms trafficking, but rather on a lesser, different charge. So, that’s why, I think torpedoing the arms trade treaty is really unconscionable because it makes a possible for the Viktor Bouts of the world to continue to operate relatively unimpeded.

AMY GOODMAN: Finally, President Obama’s relationship with weapons manufacturers; with Lockheed Martin, with Boeing, with the many other in the military-industrial complex.

BILL HARTUNG: Well, He’s not at the level of the Bush administration, which really had many, many Lockheed Martin people in the administration, but they have had people, for example lobbyists from Raytheon, top level jobs in the Pentagon, they’ve had advisers in the White House, on the board of Boeing. They’ve been really, as you mentioned, there’s people in the State Department bragging about how much they’ve helped the industry. And, not only Obama, but the Congress, which gets millions of dollars from the industry, has people working there who used to work for companies like Lockheed Martin and Northrop Grumman at the top level of the Armed Services Committee in the two houses. So, that is exactly what Eisenhower was talking about, the revolving door from industry into government, the money flowing to government to help destroy arms export regulations, funding of Right-wing think tanks like the Heritage Foundation that helped block things like the Arms Trade Treaty and reductions in military spending, cuts in the Star Wars program. So, unfortunately, without more public pressure, which I think is necessary and possible, the military-industrial complex is going to roll over many of the things that most people in this country think our government should be doing in this area.

Trans-Pacific Partnership: Under Cover of Darkness, a Corporate Coup Is Underway

This may be one of the most important stories ever ignored by the so-called “lame-stream, liberal” media. It’s unlikely you’re losing sleep over US trade negotiations, but the unfolding business agreement among the US and eight Pacific nations -the Trans-Pacific Partnership (TPP) – should cause every US citizen, from the Sierra Club to the Tea Party to get their pitch forks and torches out of the closet and prepare to “storm the Bastille.”

The TPP negotiations have been going on for two years under extreme secrecy, no information has been made available to either the press or Congress about the US position. But on June 12, a document was leaked to the watchdog group, Public Citizen, revealing the current US position and the reason for the secrecy. The contents are surreal, shocking and prima facia evidence for how corporations have become the master puppeteers of our government.

The leaked document reveals that the trade agreement would give unprecedented political authority and legal protection to foreign corporations. Specifically, TPP would (1) severely limit regulation of foreign corporations operating within US boundaries, giving them greater rights than domestic firms; (2) extend incentives for US firms to move investments and jobs to lower-wage countries; and (3) establish an alternative legal system that gives foreign corporations and investors new rights to circumvent US courts and laws, allowing them to sue the US government before foreign tribunals and demand compensation for lost revenue due to US laws they claim undermine their TPP privileges or their investment “expectations.”

Despite the North American Free Trade Agreement’s (NAFTA) failures, corporations are arm-twisting the federal government to pursue trade agreements as inevitable and necessary for economic progress. But 26 of the 28 chapters of this agreement have nothing to do with trade. TPP was drafted with the oversight of 600 representatives of multinational corporations, who essentially gave themselves whatever they wanted; the environment, public health, worker safety, further domestic job losses be damned.

Residents of the West should be particularly alarmed. TPP would allow the plunder of our natural resources by foreign corporations allowed to bypass US law. Disputes over Western land contracts for mining and timber, for example, would be settled by international tribunals. Even if you are oblivious to environmental concerns, you should be outraged at the total circumvention of national sovereignty. Foreign investors could bypass our legal framework, take any dispute to an international tribunal and pursue compensation for being denied access to our resources at fire-sale prices – with much of the West on fire as we speak.

It gets worse. Those tribunals would be staffed by private-sector lawyers that rotate between acting as “judges” and as advocates for the corporations suing the governments. American taxpayers could be forced to pay those corporations virtually unlimited compensation for trying to protect our air, land and water from much looser standards than current US law allows.

This agreement could directly affect efforts in my home state of Utah to hold the international mining giant, Rio Tinto, accountable to the Clean Air Act. A consortium of public health and environmental groups including WildEarth Guardians, Utah Physicians for a Healthy Environment, Utah Moms for Clean Air and the Sierra Club have filed suit against Rio Tinto for mining more – and polluting more – than the amount allowed by the Environmental Protection Agency via provisions in the Clean Air Act. This agreement would allow disputes about their pollution to be settled by foreign “judges” who don’t live in Utah, aren’t personally affected by the outcome, aren’t even US citizens and could be attorneys for mining companies. Talk about putting the fox in charge of the chickens.

The original TPP nations were the US, Australia, Peru, Malaysia, Vietnam, New Zealand, Chile, Singapore and Brunei Darussalam. But Mexico, China, Japan and Canada are expected to be invited to join, so there is no comfort to be derived from the thought that only a few minor, foreign corporations will be given these extraordinary free passes to profit at our expense. Of course, American corporations will get the same opportunity to “invade” other countries, as if that makes this agreement any less grotesque.

TPP is much worse than NAFTA, which eviscerated middle-class jobs and wealth in the US. And this sellout to foreign corporations is not just a rogue brain cramp of President Obama. Mitt Romney demanded this agreement be signed months ago, and the notorious “climate change denying” US Chamber of Commerce can’t get it signed fast enough. Romney has called Obama’s the most hostile administration to business in recent history. If the TPP trade agreement is “hostile” to business, god help us if we have an administration, presumably Romney’s, “friendly” to business.

If you thought that with Citizens United we had hit rock bottom in surrendering our democracy to the power of money, this TPP “trade agreement” would throw our democracy into free fall. Foreign corporations will be allowed to feast like termites upon America’s natural resources, trash our environment and public health, violate our rights as American citizens and make us pay them if we try to protect ourselves.

Obama Speeds Up Preparations For Air Strikes, No-Fly Zone, As U.S., Russia Split War-Torn Syria Into Spheres Of Influence

Oldspeak:“War #7 is imminent.  “US President Barack Obama has ordered the US Navy and Air Force to accelerate preparations for a limited air offensive against the Assad regime and the imposition of no-fly zones over Syria” The script is remarkably similar to the one used in Libya & Iraq.  Insert U.S. backed, foreign-born “revolutionaries” and clandestinely funnel financial and military support to native dissident militant groups to instigate a civil war with the regime to be changed. Play up alleged atrocities committed by the regime in media, to provide pretext for the coming invasion/coup de etat. Play up condemnations of the dictator to be removed by the “international community”. After invasion, insert military dictatorship/puppet regime obedient to U.S. interests. Divvy up “reconstruction” and resource extraction contracts among American/European corporations. Appropriation complete. The Russians held out giving their blessing long enough to ensure they’d retain control over at least a portion of their client state.”

US President Barack Obama has ordered the US Navy and Air Force to accelerate preparations for a limited air offensive against the Assad regime and the imposition of no-fly zones over Syria, debkafile reports. Their mission will be to knock out Assad’s central regime and military command centers so as to shake regime stability and restrict Syrian army and air force activity for subduing rebel action and wreaking violence on civilian populations.

Debkafile’s sources disclose that the US President decided on this step after hearing Russian officials stating repeatedly that “Moscow would support the departure of President Bashar al-Assad if Syrians agreed to it.”  This position was interpreted as opening up two paths of action:

1.  To go for Assad’s removal by stepping up arms supplies to the rebels and organizing their forces as a professional force able to take on the military units loyal to Assad. This process was already in evidence Friday, June 8, when for the first time a Syrian Free Army (which numbers some 600 men under arms) attacked a Syrian army battalion in Damascus. One of its targets was a bus carrying Russian specialists.

2.  To select a group of high army officers who, under the pressure of the limited air offensive, would be ready to ease Assad out of power or stage a military coup to force him and his family to accept exile.

The US operation would be modulated according to the way political and military events unfolded.
Washington is not sure how Moscow would react aside from sharp condemnations or whether Russia would accept a process of regime change in Damascus and its replacement by military rule.

Syria is being further wrenched apart as a result of US President Barack Obama’s maneuverings for winning Russian cooperation in resolving the Syrian conflict for US concessions in the nuclear controversy with Iran: As the coming DEBKA-Net-Weekly out Friday reveals, Russia is cementing its grip on Syria’s Mediterranean coast while pushing its civil war-torn heartland over to the Americans.

To spoil the Russian game, the US hopes to draw Damascus into the Syrian revolt, a goal only achievable with air force aid.

US Accelerates Preparations For ‘no-fly zone’ In Syria

The United States may soon take on a formal role in the Syrian uprising after reports surfaced this week that suggest the White House wants an air offensive targeting the regime of President Bashar al-Assad.

After over a year of unrest in Syria, Israel’s Debka news agency reports that US President Barack Obama has asked the US Navy and Air Force to accelerate plans that would aid in the ousting of Assad. According to their sources, President Obama hopes that by initiating a temporary air strike in locales instrumental to the Syrian government, the US may be able to decimate Assad’s control by attacking his regime’s military command centers.

The US would call for a no-fly zone over Syria, reports Debka, then send their own personnel to strike Assad-aligned targets.

Murmurings of the latest plans out of Washington come less than two weeks after Sen. Lindsey Graham (R-South Carolina) called for the implementation of a no-fly zone. Speaking to reporters last month, Sen. Graham said that ousting Assad from control in Syria is much more crucial for America’s interests than the issue of Libya; last year the US aided in the removal of Colonel Muammar Gaddafi from Libyan rule.

“Compared to Libya, the strategic upside of taking out (Syrian President Bashar) Assad is far greater,” said Graham, who currently sits on the US Senate Committee of Armed Services. “We’ve used force to stop slaughter less strategic and egregious than this.”

Debka’s reports also come days after White House Press Secretary Jay Carney confirmed that, in terms of US involvement in Syria,“military action is always an option,” although he added, “We do not believe that … further militarization of the situation in Syria at this point is the right course of action.” Less than two weeks later, however, the White House may have already changed their stance.

According to Debka, Washington’s rumored change of heart may have something to do with reports out of Russia. Sources speaking with the news agency say that US President Obama asked for an accelerated attack on Syria’s leaders after hearing Russian officials allegedly say, “Moscow would support the departure of President Bashar al-Assad if Syrians agreed to it.”

Debka adds that, to carry out the plan, the US will equip Syrian rebels with military supplies so that they could out attack Assad’s regime on the ground after an American-led airstrikes. It is believed that Assad’s government is currently using unmanned surveillance air drones to patrol the countryside for rebel forces only to then order strikes targeted them.

Obama Expands Secret Wars Across The Globe

Be assured of one thing: whichever candidate you choose at the polls in November, you aren’t just electing a president of the United States; you are also electing an assassin-in-chief.  The last two presidents may not have been emperors or kings, but they — and the vast national-security structure that continues to be built-up and institutionalized around the presidential self — are certainly one of the nightmares the founding fathers of this country warned us against.  They are one of the reasons those founders put significant war powers in the hands of Congress, which they knew would be a slow, recalcitrant, deliberative body.

Thanks to a long New York Times piece by Jo Becker and Scott Shane, “Secret ‘Kill List’ Proves a Test of Obama’s Principles and Will,” we now know that the president has spent startling amounts of time overseeing the “nomination” of terrorist suspects for assassination via the remotely piloted drone program he inherited from President George W. Bush and which he has expanded exponentially.  Moreover, that article was based largely on interviews with “three dozen of his current and former advisers.”  In other words, it was essentially an administration-inspired piece — columnist Robert Scheer calls it “planted” — on a “secret” program the president and those closest to him are quite proud of and want to brag about in an election year.

The language of the piece about our warrior president was generally sympathetic, even in places soaring.  It focused on the moral dilemmas of a man who — we now know — has personally approved and overseen the growth of a remarkably robust assassination program in Yemen, Somalia, and Pakistan based on a “kill list.” Moreover, he’s regularly done so target by target, name by name.  (The Times did not mention a recent U.S. drone strike in the Philippines that killed 15.)  According to Becker and Shane, President Obama has also been involved in the use of a fraudulent method of counting drone kills, one that unrealistically deemphasizes civilian deaths.

Historically speaking, this is all passing strange.  The Times calls Obama’s role in the drone killing machine “without precedent in presidential history.”  And that’s accurate.

It’s not, however, that American presidents have never had anything to do with or been in any way involved in assassination programs.  The state as assassin is hardly unknown in our history.  How could President John F. Kennedy, for example, not know about CIA-inspired or -backed assassination plots against Cuba’s Fidel Castro, the Congo’s Patrice Lumumba, and South Vietnamese autocrat (and ostensible ally) Ngo Dinh Diem? (Lumumba and Diem were successfully murdered.)  Similarly, during Lyndon Johnson’s presidency, the CIA carried out a massive assassination campaign in Vietnam, Operation Phoenix.  It proved to be a staggeringly profligate program for killing tens of thousands of Vietnamese, both actual enemies and those simply swept up in the process.

In previous eras, however, presidents either stayed above the assassination fray or practiced a kind of plausible deniability about the acts.  We are surely at a new stage in the history of the imperial presidency when a president (or his election team) assembles his aides, advisors, and associates to foster a story that’s meant to broadcast the group’s collective pride in the new position of assassin-in-chief.

Religious Cult or Mafia Hit Squad?

Here’s a believe-it-or-not footnote to our American age.  Who now remembers that, in the early years of his presidency, George W. Bush kept what the Washington Post’s Bob Woodward called “his own personal scorecard for the war” on terror?  It took the form of photographs with brief biographies and personality sketches of those judged to be the world’s most dangerous terrorists, each ready to be crossed out by Bush once captured or killed. That scorecard was, Woodward added, always available in a desk drawer in the Oval Office.

Such private presidential recordkeeping now seems penny-ante indeed.  The distance we’ve traveled in a decade can be measured by the Times’ description of the equivalent of that “personal scorecard” today (and no desk drawer could hold it):

“It is the strangest of bureaucratic rituals: Every week or so, more than 100 members of the government’s sprawling national security apparatus gather, by secure video teleconference, to pore over terrorist suspects’ biographies and recommend to the president who should be the next to die. This secret ‘nominations’ process is an invention of the Obama administration, a grim debating society that vets the PowerPoint slides bearing the names, aliases, and life stories of suspected members of Al Qaeda’s branch in Yemen or its allies in Somalia’s Shabab militia. The nominations go to the White House, where by his own insistence and guided by [counterterrorism ‘tsar’ John O.] Brennan, Mr. Obama must approve any name.”

He and he alone can decide that assassinating known individuals isn’t enough and that the CIA’s drones can instead strike at suspicious “patterns of behavior” on the ground in Yemen or Pakistan. He can stop any attack, any killing, but there is no one, nor any mechanism that can stop him.  An American global killing machine (quite literally so, given that growing force of drones) is now at the beck and call of a single, unaccountable individual.  This is the nightmare the founding fathers tried to protect us from.

In the process, as Salon’s Glenn Greenwald has pointed out, the president has shredded the Fifth Amendment, guaranteeing Americans that they will not “be deprived of life, liberty, or property, without due process of law.”  The Justice Department’s Office of Legal Counsel produced a secret memo claiming that, while the Fifth Amendment’s due process guarantee does apply to the drone assassination of an American citizen in a land with which we are not at war, “it could be satisfied by internal deliberations in the executive branch.”  (That, writes Greenwald, is “the most extremist government interpretation of the Bill of Rights I’ve heard in my lifetime.”)  In other words, the former Constitutional law professor has been freed from the law of the land in cases in which he “nominates,” as he has, U.S. citizens for robotic death.

There is, however, another aspect to the institutionalizing of those “kill lists” and assassination as presidential prerogatives that has gone unmentioned.  If the Times article — which largely reflects how the Obama administration cares to see itself and its actions — is to be believed, the drone program is also in the process of being sanctified and sacralized.

You get a sense of this from the language of the piece itself.  (“A parallel, more cloistered selection process at the C.I.A. focuses largely on Pakistan…”)  The president is presented as a particularly moral man, who devotes himself to the “just war” writings of religious figures like Thomas Aquinas and St. Augustine, and takes every death as his own moral burden.  His leading counterterrorism advisor Brennan, a man who, while still in the CIA, was knee-deep in torture controversy, is presented, quite literally, as a priest of death, not once but twice in the piece.  He is described by the Times reporters as “a priest whose blessing has become indispensable to Mr. Obama.”  They then quote the State Department’s top lawyer, Harold H. Koh, saying, “It’s as though you had a priest with extremely strong moral values who was suddenly charged with leading a war.”

In the Times telling, the organization of robotic killing had become the administration’s idée fixe, a kind of cult of death within the Oval Office, with those involved in it being so many religious devotees.  We may be, that is, at the edge of a new state-directed, national-security-based religion of killing grounded in the fact that we are in a “dangerous” world and the “safety” of Americans is our preeminent value.  In other words, the president, his apostles, and his campaign acolytes are all, it seems, praying at the Church of St. Drone.

Of course, thought about another way, that “terror Tuesday” scene might not be from a monastery or a church synod, but from a Mafia council directly out of a Mario Puzo novel, with the president as the Godfather, designating “hits” in a rough-and-tumble world.

How far we’ve come in just two presidencies!  Assassination as a way of life has been institutionalized in the Oval Office, thoroughly normalized, and is now being offered to the rest of us as a reasonable solution to American global problems and an issue on which to run a presidential campaign.

Downhill All the Way on Blowback Planet

After 5,719 inside-the-Beltway (largely inside-the-Oval-Office) words, the Times piece finally gets to this single outside-the-Beltway sentence: “Both Pakistan and Yemen are arguably less stable and more hostile to the United States than when Mr. Obama became president.”

Arguably, indeed!  For the few who made it that far, it was a brief reminder of just how narrow, how confining the experience of worshiping at St. Drone actually is.  All those endless meetings, all those presidential hours that might otherwise have been spent raising yet more money for campaign 2012, and the two countries that have taken the brunt of the drone raids are more hostile, more dangerous, and in worse shape than in 2009.  (And one of them, keep in mind, is a nuclear power.)  News articles since have only emphasized how powerfully those drones have radicalized local populations — however many “bad guys” (and children) they may also have wiped off the face of the Earth.

And though the Times doesn’t mention this, it’s not just bad news for Yemen or Pakistan.  American democracy, already on the ropes, is worse off, too.

What should astound Americans — but seldom seems to be noticed — is just how into the shadows, how thoroughly military-centric, and how unproductive has become Washington’s thinking at the altar of St. Drone and its equivalents (including special operations forces, increasingly the president’s secret military within the military). Yes, the world is always a dangerous place, even if far less so now than when, in the Cold War era, two superpowers were a heartbeat away from nuclear war.  But — though it’s increasingly heretical to say this — the perils facing Americans, including relatively modest dangers from terrorism, aren’t the worst things on our planet.

Electing an assassin-in-chief, no matter who you vote for, is worse.  Pretending that the Church of St. Drone offers any kind of reasonable or even practical solutions on this planet of ours, is worse yet.  And even worse, once such a process begins, it’s bound to be downhill all the way.  As we learned last week, again in the Times, we not only have an assassin-in-chief in the Oval Office, but a cyberwarrior, perfectly willing to release a new form of weaponry, the most sophisticated computer “worm” ever developed, against another country with which we are not at war.

This represents a breathtaking kind of rashness, especially from the leader of a country that, perhaps more than any other, is dependent on computer systems, opening the U.S. to potentially debilitating kinds of future blowback.  Once again, as with drones, the White House is setting the global rules of the road for every country (and group) able to get its hands on such weaponry and it’s hit the highway at 140 miles per hour without a cop in sight.

James Madison, Thomas Jefferson, George Washington, and the rest of them knew war, and yet were not acolytes of the eighteenth century equivalents of St. Drone, nor of presidents who might be left free to choose to turn the world into a killing zone.  They knew at least as well as anyone in our national security state today that the world is always a dangerous place — and that that’s no excuse for investing war powers in a single individual.  They didn’t think that a state of permanent war, a state of permanent killing, or a president free to plunge Americans into such states was a reasonable way for their new republic to go.  To them, it was by far the more dangerous way to exist in our world.

The founding fathers would surely have chosen republican democracy over safety.  They would never have believed that a man surrounded by advisors and lawyers, left to his own devices, could protect them from what truly mattered.  They tried to guard against it.  Now, we have a government and a presidency dedicated to it, no matter who is elected in November.

The Truth Behind The Coming “Regime Change” In Syria

Syrian opposition accuses UN of ‘moment of shame’ over resolution

After meeting again to decide Syria’s fate, the Arab League again decided to extend its “monitoring mission” in Syria. However, some Arab League nations under U.S. diplomatic control are clamoring for blood. These countries — virtual sock puppets of U.S. foreign policy — want to declare the Arab League monitoring mission “a failure,” so that military intervention — in the form of a no fly zone — can be used for regime change.

The United States appears to be using a strategy in Syria that it has perfected over the years, having succeeded most recently in Libya: arming small paramilitary groups loyal to U.S. interests that claim to speak for the native population; these militants then attack the targeted government the U.S. would like to see overthrown —including terrorist bombings — and when the attacked government defends itself, the U.S. cries “genocide” or “mass murder,” while calling for foreign military intervention.

This is the strategy that the U.S. is using to channel the Arab Spring into the bloody dead end of foreign military intervention.

For example, the U.S. media and government are fanatically giving the impression that, in Syria, the native population would like foreign militarily intervention to overthrow their authoritarian president, Bashar Assad.  But facts are stubborn things.

After spinning these lies, The New York Times was forced to admit, in several articles, that there have been massive rallies in Syria in support of the Syrian government. These rallies are larger than any pro-government demonstration that the U.S. government could hope to organize for itself. The New York Times reports:

“The turnout [at least tens of thousands — see picture in link] in Sabaa Bahrat Square in Damascus, the [Syrian] capital, once again underlined the degree of backing that Mr. Assad and his leadership still enjoy among many Syrians, nearly seven months into the popular uprising. That support is especially pronounced in cities like Damascus and Aleppo, the country’s two largest.” (January 13, 2012).

The New York Times is forced to admit that the two largest cities — in a small country — support the government (or at least oppose foreign military intervention).

This was further confirmed by a poll funded by the anti-Syrian Qatar Foundation, preformed by the Doha Debates:

“According to the latest opinion poll commissioned by The Doha Debates, Syrians are more supportive of their president with 55% not wanting him to resign.” (January 2, 2012).

If people in Syria do not want foreign intervention — a likely reason that so many attended pro-Assad demonstrations — what about the so-called Free Syrian Army, which the United States has given immense credibility to and which claims to speak for the Syrian people?

The Free Syrian Army — like its Libyan counterpart — appears to be yet another Made-in-the-USA militant group, by route of its ally Turkey, a fact alluded to by the pro U.S.-establishment magazine, Foreign Affairs:

“Why does the Syrian [government] military not rocket their [Free Syrian Army] position or launch a large-scale assault? The FSA fighters are positioned about a mile from the Turkish border, near enough to escape across if the situation turned dire.”

The article also quotes a Free Syrian Army member who states: “Every [Free Syrian Army] group in Turkey has its own job,” Sayeed said. “[The Turks] gave us our freedom to move.” (December 8, 2011).

The article also mentions that the Free Syrian Army is calling for a “no fly zone” over certain regions of Syria, which would destroy the Syrian government military; the possible starting locations of this no fly zone are on the Syrian borders of either Turkey, Jordan, or Iraq — all three are either strong U.S. allies or client states.

A “no fly zone” is the new euphemism that means the U.S. and its European military junior partners in NATO will intervene to use their advanced fighter jets to destroy the Syrian military, as happened in Libya. In Libya the no fly zone evolved into a “no drive zone” and eventually a “no survival” zone for anything resembling the Libyan military — or anybody who armed himself in defense of the Libyan government.

As in Syria, Libya’s largest city, Tripoli, never had large anti-government demonstrations. The anti-Libyan government/pro-U.S. paramilitary group that attacked Libyan forces was so tiny that it took months to take power after 10,000 NATO bombing sorties (bombing missions) that destroyed large portions of Libya’s infrastructure, as documented by the independent Human Rights Investigations.

It’s totally unimaginable that any large section of Syrian society would invite a NATO-backed no fly zone, i.e. war, into Syria. The examples of Afghanistan, Iraq, and Libya are too glaring for any Middle Eastern nation not to notice. For the Free Syrian Army to demand a NATO invasion of Syria is enough to label the FSA a U.S. puppet group striving for political power, deserving to be condemned.

This strategy of using a proxy army to undermine an anti-U.S. government has a grisly past. This strategy is celebrated in the book Charlie Wilson’s War, which tells the true story of the U.S. government sending weapons and cash to Islamic extremists to wage a terrorist campaign against the Afghan government, which was an ally of the Soviet Union at the time. The attacks eventually led to the Afghan government asking for Soviet military re-enforcements, whose presence in Afghanistan created a degree of popular support for the extremists who eventually became known as the Taliban.

The same scenario also played itself out in Kosovo, where the tiny, U.S.-backed Kosovo Liberation Army (KLA) began a terrorist campaign against the government of Yugoslavia, intending to separate Kosovo into an independent nation. When the Yugoslav government attempted to defend itself from the KLA — while imitating its violent tactics — the U.S. and other western governments labeled it genocide, and invaded Yugoslavia, calling it a “humanitarian invasion.”  To this day the U.S. is one of few nations that recognizes Kosovo as an independent nation while Kosovo faithfully serves the interests of the United States.

The same proxy war strategy — by the U.S. and other European powers — played a crucial role in numerous wars throughout Africa, which culminated in the massive Congo War that killed over five million people, as French journalist Gerard Prunier describes in his book, Africa’s World War.

In Syria history is repeating itself, and some non-U.S. allies are very aware of it. The New York Times reports:

“[Russia's Foreign Minister] said that foreign governments [the U.S., Turkey, etc.] were arming ‘militants and extremists’ in Syria.”The Foreign minister also gave an accurate description of U.S. foreign policy towards Iran:

“Mr. Lavrov offered a similarly grave message about the possibility of a military strike against Iran, which he said would be a “catastrophe.” He said sanctions now being proposed against Tehran were “intended to have a smothering effect on the Iranian economy and the Iranian population, probably in the hopes of provoking discontent.” (January 19, 2012).

Most ominously, the Russian Foreign Minister said that U.S. foreign policy in Syria and Iran could lead to a “very big war,” i.e., a war that becomes regional or even international in scope, as other powers intervene to uphold their interests in the region.

Russia has offered a way to avoid war in Syria and is pursuing it through the UN Security Council; it is the same path being pursued by the pro-U.S. government in Yemen: maintaining the current government in power until elections are called. Unfortunately, Yemen is an ally of the U.S. and Syria is not — the U.S. and its allies are blocking the same approach in Syria in order to pursue war.

The Syrian government opposition bloc inside of Syria, the National Coordination Committee, opposes foreign military intervention. A leader of the NCC is Hassan Abdul Azim, who wisely states;

“We refuse on principle any type of military foreign intervention because it threatens the freedom of our country,” (January 19, 2012).

This is very likely the prevailing opinion inside of Syria, since the threat of no fly zones will result in the same mass bombings experienced by the citizens of Tripoli in Libya. The fake Syrian opposition outside of the country, The Syrian National Council, is yet another U.S. puppet — now allied with the Free Syrian Army —begging for a military invasion of Syria in order to “liberate” it.  Of course the western media tells only the perspective of the pro-U.S. Syrian National Council.

The U.S. has proven on multiple occasions that military solutions solve nothing, having torn asunder the social fabric of Afghanistan, Iraq, and now Libya. The working people of Syria and Iran do not desire “help” from the U.S. government and its allies to prevent bloodshed. The working people of these countries could liberate themselves from their authoritarian governments, as did the Tunisians and Egyptians, which is precisely the point: the U.S. is intervening militarily to re-gain control over a region that slipped out of its hands during the Arab Spring. This military approach serves to push the working people of the targeted country into the hands of their government while creating a humanitarian catastrophe for the invaded nation. The working people of the United States have no interest in aggressive war and have a responsibility to learn about U.S. government propaganda so that they can demand its end in the streets.

War Inc: No U.S.Troops, But An Army Of Private Military Contractors Left In Iraq

The U.S. troops have left Iraq, and U.S. diplomats will now be the face of America in a country that remains extremely volatile.

The U.S. Embassy in Baghdad, along with several consulates, will have some 15,000 workers, making it the largest U.S. diplomatic operation abroad. Those diplomats will be protected by a private army consisting of as many as 5,000 security contractors who will carry assault weapons and fly armed helicopters.

Embassy personnel will ride in armored vehicles with armed guards, who work for companies with names like Triple Canopy and Global Strategies Group.

Their convoys will be watched from above. Another company, DynCorp International, will fly helicopters equipped with heavy machine guns.

“Yes, we will have security contractors in Iraq,” says Patrick Kennedy, the State Department official overseeing the security force. “But if you go back a year, the Department of Defense had around 17,000 security contractors in Iraq along with 150,000 or so armed service men and women.”

Kennedy insists those security guards will be nothing like the Army and Marine Corps.

“We run. We go. We do not stand and fight,” Kennedy says. “We will execute a high-speed U-turn and get as far away from the attackers as we possibly can.”

Enough Oversight?

But Dov Zakheim, a former top Pentagon official, doesn’t think that’s so realistic.

“If you’re coming under fire and you happen to have a gun in your hand, you’re a former military person — are you really going to cut and run?” Zakheim said.

Zakheim served on the Commission on Wartime Contracting. That commission questioned whether it’s wise to hire a private army for Iraq and whether the State Department can oversee thousands of security guards.

The order to fire is given by that U.S. government, State Department security professional. So the [private] contractors just don’t open fire.

“First of all, there’s going to be so many of them, and so few people from the State Department to supervise them,” he said.

Kennedy, the State Department official, insists there will be enough oversight. Each time a U.S. diplomatic convoy moves out in Iraq, he says, a federal government supervisor will go along. And that federal agent, says Kennedy, will have complete authority should a convoy come under attack.

“The order to fire is given by that U.S. government, State Department security professional,” he says. “So the contractors just don’t open fire.”

But private security contractors did fire back in 2007 while protecting a State Department convoy in Baghdad. Seventeen Iraqis were killed by guards working for the company then-called Blackwater.

The shooting created a major controversy, and a U.S. investigation later found the convoy was not under threat.

The State Department has a shaky record overseeing armed guards. A recent congressional study found that many contractor abuses in Iraq during the war were caused by those working for the State Department, not the military.

“This isn’t what the State Department does for a living. This isn’t part of their culture,” says Zakheim. “They are being thrown into something that they have never managed before.”

Modest Existing Force

The State Department already has its own security force that protects diplomats — the Bureau of Diplomatic Security. But that force of 2,000 covers the entire world.

Zakheim says that in the short term, the State Department should reach out to the Pentagon to come up with more inspectors and more auditors to help oversee the contractor security force in Iraq.

For now, that contractor force doesn’t include Blackwater — which has just renamed itself for a second time and is now called Academi.

But the company’s president, Ted Wright, says, “What we’d like to do is follow through with all our changes so that we can do business in Iraq in the future.”

Iraq has so far barred the company from doing business; it hasn’t forgotten that those Blackwater security guards opened fire in Baghdad.

 

 

Scramble For Africa: Redux – Has Obama Just Kicked Off Another Oil War In Africa? This Time In Uganda?

Allying our troops with another murderous dictator who tortures and kills his own citizens, unscrupulous oil and natural gas corporations and private military corporations to protect oil production/exploration efforts. Once again being explained as a “humanitarian mission” with the supposed purpose of’ stopping human rights abuses and ‘furthering U.S. national security interests and foreign policy’. Never mind that this effort is all part of the new “Great Game“, of keeping oil away from China, and securing it for U.S. use.  ’One of the rationales Obama gave for sending JSOC troops to Uganda, was that the LRA recruits and uses child soldiers’. Nevermind the unabated recruitment of child soldiers throughout the horn of africa who’ll likely be armed with U.S weapons as result of Obama’s repeatedly waiving restrictions on military aid to ‘Chad, Yemen, Sudan, and the Democratic Republic of Congo (DRC)–four countries with records of actively recruiting child soldiers…Any country even remotely close to the horn of Africa (like these distinguished four) is just too strategically important…So, for the time being, it’s still guns for the kids’ -Mother Jones. Nevermind the hypocrisy of partnering with maniacal dictators in Uganda, Bahrain, Yemen and Syria, but hunting and killing others in Iraq and Libya. In light of recent events, that guy should be very afraid. It’s clear that when the U.S. no longer has use for you, you are very quickly cut loose, labeled a terrorist who kills and tortures your own people, and done away with exercising extreme prejudice. And the people of Uganda should be very afraid. When the U.S. deploys its military in your country, you can bet dollars to doughnuts, innocents will die at their hands. “Profit Is Paramount”.

On Friday, October 14, President Barack Obama announced he would be sending 100 Joint Special Operations Command (JSOC) forces to Uganda to “remove from the battlefield” (meaning capture or kill) the leader of the Lord’s Resistance Army (LRA), Joseph Kony. ”I believe that deploying these U.S. Armed Forces furthers U.S. national security interests and foreign policy and will be a significant contribution toward counter-LRA efforts in central Africa,” wrote Obama in a letter to U.S. House Majority Leader, John Boehner, R-OH.

The LRA, whose horrific deeds have been have been well-documented by scores of human rights reports and the documentary film, Invisible Children, can best be described as a Christian cult militia engaged in violent armed rebellion against the Ugandan government, located primarily in northern Uganda, the Democratic Republic of the Congo, and South Sudan. An arrest warrant was issued in 2005 by the International Criminal Court against the LRA leadership for war crimes and crimes against humanity. Kony, the LRA ringleader, possibly has over 80 wives (i.e. sex slaves), according to a 2009 story by the Guardian, and has fathered over 40 children.

It gets worse.

According to a May 2009 article in Newsweek, ”[H]e and the hundreds of forcibly conscripted children who serve as his killing squads are feared throughout the region for their horrific levels of brutality and the butchery of tens of thousands of defenseless civilians. Their swath of destruction has displaced well over 2 million people. Kony has forced new male recruits to rape their mothers and kill their parents. Former LRA members say the rebels sometimes cook and eat their victims.”

The mainstream media, at least those who have covered this new U.S. military adventure, have taken the Obama administration at face value on its stated claim that JSOC troops are necessary in Uganda and neighboring countries, for the purpose of murdering the elusive and brutal war criminal-at-large, Joseph Kony.

But is this the true motive for sending JSOC troops into the region? A probe into the last several years of geopolitical posturing in Africa by the United States reveals another tale. It is the tale of a 21st century “scramble for Africa” for the procurement of oil, using imperial tools, such as drones, mercenaries and military bases, in a desperate effort to gain control of this valuable commodity.

An African Scramble for Oil

In October 2008, AFRICOM, the United States Africa Command, became the U.S. military’s sixth regional Unified Combatant Command center, joining those already housed in South America (SOUTHCOM), North America (NORTHCOM), Europe (EUCOM), the Middle East (CENTCOM), and the Pacific (USPACOM). The Unified Combatant Command centers serve as regional strategic hubs for the U.S. military planners to plot and implement the ways in which the U.S. will dominate these various regions for whatever it might deem to be in line with the national interest or national security purposes.

AFRICOM, though, did not come out of the blue and was years in the making before its realization. Not long after 9/11, in early January 2002, a key symposium titled “African Oil: A Priority for U.S. National Security and African Development” took place in Washington, DC; it was hosted by the neoconservative think-tank, the Institute for Advanced Strategic and Political Studies (IASPS).

IASPS is most famous for its authorship of a paper called “A Clean Break: A New Strategy for Securing the Realm,” a 1996 paper that, among other things, called for the overthrow of Saddam Hussein in Iraq, foreshadowing the 2003 invasion of Iraq by the neoconservative-lead Bush administration foreign policy team.

At the symposium, then Assistant Secretary of State for Africa, Walter Kantsteiner III, stated, “African oil is a national strategic interest…[and] it’s people like you who will…bring the oil home.”

Later, in May 2004, Kantsteiner chaired a congressionally funded Africa Policy Advisory Panel report titled, “Rising U.S. States in Africa,” in which he stated, “African oil is of national strategic interest to us, and it will increase and become more important as we go forward.”

In the midst of these summits, the U.S. set up crucial military bases — in spring 2003 in Djibouti, a base called Camp Lemmonier, and in 2004 at Entebbe International Airport in Uganda.

The U.S. was now firmly implanted in the region to begin an African safari, featuring, most prominently, tours of prospective and already existing oil rigs and pipelines spanning every contour of the continent.

Oil Safari to Uganda

Not long after AFRICOM became a reality, multinational corporations also flocked into Uganda to search for oil.

The search was a flaming success story, with 2.5 billion barrels of oil now having been discovered, but still to this date, not yet procured. The royalties accompanying the oil’s usage could reach up to $2 billion a year by 2015, reported the Economist in May 2010.

This oil is located off of Lake Albert in northwest Uganda, a lake shared by both Uganda and the Democratic Republic of the Congo (DRC).

Multinational corporations are required to sign something known as a Production Sharing Agreement (PSA) with the Ugandan government in order to drill for Uganda’s oil. In essence, a PSA is a contractual agreement between a foreign corporation benefiting from a country’s resources and the government of a country whose resources are being benefited from.

In October 2006, according to a WikiLeaks cable, Tullow Oil, a British company, and Heritage Oil, a Canadian company, signed a PSA with the Ugandan government, led by President Yoweri Musveni. This particular PSA, though, was no ordinary one, and indeed, could serve, in part, as an explanation for the logic of Obama’s October 14 announcement.

For the first three years the PSA was signed, the details were kept secret from everyone but upper-level Tullow and Heritage executives and Museveni’s inner circle. A February 2010 report written by PLATFORM, a British nonprofit organization, titled, “Contracts Curse: Uganda’s oil agreements place profit before people,” explains the PSA best and for the first time, made public its content.

The PSA, PLATFORM explained, “contain[s] no clauses covering security provision[s]…There is no public agreement setting out the relationship between the oil companies and the military or police forces. Thus it is unclear what promises and guarantees the Ugandan government has made to ensure security and what rights the oil companies have been awarded.”

This raised numerous vital questions for PLATFORM, including, “Do oil company security or private military contractors have the right or authority to arrest, injure or kill those they perceive as a threat?” and “Is the Ugandan government incentivised to prioritise security interests over the human rights of local populations?”

That same report also included revelations by PLATFORM that the Ugandan government had constructed a “new military base on ten square miles” near Lake Albert, where the oil was located. The report also disclosed that Museveni had created something called an Oil Wells Protection Unit (OWPU), which amounted to his own security forces, or mercenaries, guarding oil rigs.

Concerned about the OWPU, PLATFORM wrote, “Apparently its mandate is ‘to provide physical security for the oil and gas industry’ and ‘conduct strategic intelligence activities in all areas where oil will be processed and marketed.’ However, the OWPU has no Web site and no clearly known structure or chain of command…In this context, the OWPU could easily be misused to repress opposition to oil extraction activities, further political gains by the government and commit human rights abuses without accountability.”

Enter Heritage Oil and Ties to Private Mercenary Armies

Possibly the most crucial fact about the undisclosed clauses concerning security provisions in the PSA, was this vital detail: The Canadian oil company Heritage, which is owned by Tony Buckingham, who many credit for being the first innovator behind the modern-day private military corporation (PMC) (think Blackwater USA, now known as Xe Services), was formerly the main stakeholder in the Albertine Basin.

In 2010, Heritage sold its stake in the project to the British company Tullow Oil for $1.5 billion. Though Heritage is no longer exploring for oil in the hopes of drilling for it in Uganda, Buckingham’s background and business connections are still crucial to grasp.

Buckingham is a former officer of the British Special Air Service (SAS) — a parallel to the U.S. JSOC forces sent into Uganda by Obama — according to a 1997 story. In 1992 Buckingham became the founder and CEO of Heritage Oil. A year later, in 1993, Buckingham founded a PMC called Executive Outcomes (EO). EO officially closed shop in 1998, but during its time of existence, it consistently followed in the footsteps of the locations that Buckingham took Heritage’s oil rigs. And Buckingham’s close ties to mercenary armies did not terminate with EO’s fall. Instead, he formed a special relationship with a key figure, the half-brother of Ugandan President Yoweri Museveni, Salim Saleh.

The special relationship between Saleh and Buckingham also goes a long way toward explaining the Obama decision to invade Uganda.

Salim Saleh, Erik Prince, and Guns-For-Hire in the Horn of Africa

Upon the eclipse of EO in 1998, rather than decay into oblivion, it instead morphed into a multi-tentacled machine of various PMC split-offs, the most crucial of which, at least as far as Uganda is concerned, is Saracen International.

Salim Saleh owns a 25-percent stake in Saracen. “[Saracen International] was formed with the remnants of Executive Outcomes, a private mercenary firm composed largely of former South African special operations troops who worked throughout Africa in the 1990s,” explained the New York Times in a January 2011 article.

Saleh, now Museveni’s military adviser, is a former high-ranking official for theUganda People’s Defence Force, the military of the Ugandan government. He is also a well-connected mercenary, as seen through his ownership stake in Saracen.

Saracen, in turns out, also maintains an important relationship with Blackwater USA founder and CEO, Erik Prince.

The same article that revealed the ties between EO and Saracen International also revealed that Prince possesses an ownership stake in Saracen. The Times wrote, “According to a Jan. 12 confidential report by the African Union, Mr. Prince ‘is at the top of the management chain of Saracen and provided seed money for the Saracen contract.’”

Blackwater, under Prince’s leadership, has been involved in the game of guns-for-hire in the Horn of Africa since February 2009, according to a WikiLeaks cable. The cable reveals that Blackwater won a contract to operate an armed ship, called McArthur, from a port in Djibouti, the country which is also home of the U.S. military’s Camp Lemonnier base.

The cable also reveals that McArthur ”will have an unarmed UAV” (Unarmed Vehicle, aka a drone), “will likely engage…Kenya in the future,” and that Blackwater “has briefed AFRICOM, CENTCOM, and Embassy Nairobi officials.” In other words, this means the Prince and Blackwater mission had the blessing of top-level U.S. military and diplomatic officials.

Could Prince’s and Saleh’s guns-for-hire be teaming up with JSOC forces in the Albertine basin to guard oil rigs? History provides some highly relavant precedent.

Erik Prince, Blackwater USA and Oil: History Repeating Itself?

Prince’s Blackwater has been involved in such engagements before. Rewind to Azerbaijan and Iraq, where Blackwater was tasked with guarding crucial oil pipelines and oil wells for the world’s wealthiest oil and natural gas corporations.

Investigative journalist Jeremy Scahill, in his book Blackwater: The Rise of the World’s Most Powerful Mercenary Army, revealed that “Blackwater USA was hired by the Pentagon…to deploy in Azerbaijan, where Blackwater would be tasked with establishing and training an elite…force modeled after the U.S. Navy SEALs that would ultimately protect the interests of the United States and its allies in a hostile region.

“Blackwater joined a U.S. corporate landscape [in the region] that included…corporations such as Bechtel, Halliburton, Chevron-Texaco, Unocal and ExxonMobil … Instead of sending in battalions of active U.S. military to Azerbaijan, the Pentagon deployed…Blackwater…that would serve a dual purpose: protecting the West’s new profitable oil and gas exploitation in a region historically dominated by Russia and Iran, and possibly laying the groundwork for an important forward operating base for an attack against Iran,” Scahill continued.

Azerbaijan, like Uganda, is home to a vast array of oil and natural gas, and also a key pipeline, the Baku-Tbilisi-Ceyhan pipeline, which, after reaching its respective coastal homes in Azerbaijan, Georgia and Turkey, ends up on the global export market.

In Iraq, as revealed by the Guardian in a March 2004 article, Blackwater, via a Pentagon contract, recruited Chilean “commandos, other soldiers and seamen, paying them up to $4,000 a month to guard oil wells against attack by insurgents…many of [them] had trained under the military government of Augusto Pinochet.” Pinochet, many will recall, was the brutal dictator who came to power after the CIA-initiated 1973 coup of Salvador Allende.

Iraq, like Uganda and Azerbaijan, is home to vast amounts of oil. Major syndicates ranging from BP America, ExxonMobil, Shell, Chevron and ConocoPhillips have all flocked to Iraq in the mad dash for Iraq’s resources since the 2003 onset of the ongoing U.S. occupation of Iraq.

WikiLeaks Cables Reveal Ugandan Oil Bid Corruption

ExxonMobil, teaming up with Tullow Oil, as seen through the lens of important Wikileaks State Department diplomatic cables, has also shown great interest in the economic opportunities surrounding oil exploration off of Lake Albert, as well as great concern over governmental corruption in the nascent Ugandan oil industry.

A key December 3, 2009 cable, titled, “Uganda: Corruption Allegations Accompany Arrival Of Major Oil Firms,” reads, “Executives from ExxonMobil visited Uganda on November 18-19, and met with Ambassador (Jerry) Lanier (the U.S. ambassador to Uganda), Mission Officers, the Ministry of Energy and Mineral Development (MEMD), Uganda’s Petroleum Exploration and Production Department (PEPD), and Tullow (Oil)…ExxonMobil representatives who traveled to Kampala said they were ‘very impressed’ with…the Ugandan government oil representatives…”

Roughly a month later, yet another important WikiLeaks-provided State Department diplomatic cable was produced on January 13, 2010, titled, “Uganda: Security Report Details Oil Sector Corruption,” which discusses the impacts rampant corruption unfolding in the Ugandan oil industry would have on the U.S. if the ExxonMobil deal falls through.

“A corrupt…agreement would undermine a potential multi-billion dollar deal between ExxonMobil and Tullow, and have serious long-term implications for U.S….in Uganda in terms of…economic development,” the cable reads.

The State Department’s diplomatic cables make it quite clear that ExxonMobil and its partner, Tullow Oil, were both deeply interested in the Ugandan oil industry, but also gravely concerned about corruption.

Yet, Tullow and ExxonMobil had little to worry about, based on both Prince’s ExxonMobil ties during his days at Blackwater USA, as well as a crucial March 2008 meeting between the Salim Saleh-led Ugandan military and high-level Tullow Oil officials, as exposed by Wikileaks.

Tullow’s Mercenary Presence Long in the Making at Lake Albert Basin

Tullow, as revealed by State Department diplomatic cables leaked to Wikileaks, has been building up a mercenary army presence in the Lake Albert area for over three years.

A March 2008 State Department diplomatic cable reads, “…Tullow Oil, one of the four exploration companies operating in western Uganda, said that as the oil activity on Lake Albert increased, a security presence would be vital.”

The cable also mentions that U.S. Ambassador to Uganda Steven Browning and Combined Joint Task Force-Horn of Africa Rear Admiral Phillip Greene “met with representatives from Tullow Oil and the Ugandan People’s Defense Force (UPDF), as well as local leaders…on March 4.” The UPDF is lead by Salim Saleh, who also owns a 25-percent ownership stake in Saracen International, the private mercenary army also owned in part by Erik Prince.

During the meeting it was also “noted that oil exploration and production would raise the profile of the area, which could lead to increased incidences of violence between Ugandan locals and security forces…” and the meeting concluded with a request for “an assessment team…to provide the Ugandan military with an organizational, doctrinal, training, and equipment needs assessment for a future lake security force.”

Toss into the ring the ongoing great power politics rivalry between the U.S. and China, and things become even more complex.

Great Power Politics Posturing in the Works?

Though ExxonMobil and Tullow Oil lost out on the corrupt oil bid in late 2009, while exploration has been done, drilling has yet to occur in Uganda. In that vein, 100 U.S. JSOC troops, likely teaming up with Erik Prince, Salim Saleh and Yoweri Museveni-backed mercenaries, have swooped into the Lake Albert area to secure the prize, oil, before its rival does.

The opponent? China.

On October 24, Tullow sold $2.9 billion worth of its shares of oil to France’s Total Oil and the China National Offshore Oil Corporation (CNOOC), though it has yet to be approved by the Museveni government and requires his approval.

Throughout all of this, it is vital to bear in mind the bigger picture, which is that the United States and China have been competing against one another in the new “African Scramble” for Africa’s valuable oil resources.

Serge Michel and Michel Beuret, in their 2009 book China Safari: On the Trail of Beijing’s Expansion in Africa, write, “China’s advances in Africa’s oil-rich regions have been viewed with concern bordering on paranoia in the United States….[It] could…deteriorate into a a head-to-head clash between China and the United States, prompting the kind of open conflict that some see as inevitable by 2030.”

One has to wonder what will happen with regards to this recent oil deal, knowing the players involved, and seeing the geopolitical and resources maneuvering taking place in the Lake Albert region.

If the United States and its well-connected guns-for-hire have any say, Tullow Oil, Heritage Oil, ExxonMobil will take home all the royalties, and CNOOC will be sent home packing.

Another Piece of the Puzzle: Senate Bill 1067 of 2009

It appears that since the Lord’s Resistance Army Disarmament and Northern Uganda Recovery Act of 2009, Senate Bill 1067, a bill that called for, among other things, to “apprehend or remove Joseph Kony and his top commanders from the battlefield…and to disarm and demobilize the remaining Lord’s Resistance Army fighters,” the United States has Lake Albert targeted in its crosshairs.

An important provision squeezed into the bill was a section mandating that an official strategy be written up to “disarm and demobilize” the LRA.

“Not later than 180 days after the date of the enactment of this Act, the President shall develop and submit to the appropriate committees of Congress a strategy to guide future United States support across the region,” the bill reads. “The strategy shall include…a description of how this engagement will fit within the context of broader efforts and policy objectives in the Great Lakes Region.”

The Great Lakes Region includes Lake Albert and “broader efforts and policy objectives” translates into, based on State Department diplomatic cables and public statements made in the aftermath of the September 11 attacks, the control of precious oil resources in the Albertine Basin.

Signed into law by Obama in May 2009, it is crucial to put when the bill was written into proper historical context.

As revealed by State Department diplomatic cables, this was roughly a year after the special meeting between Tullow Oil representatives; U.S. Ambassador to Uganda, Steven Browning; and then head of the Combined Joint Task Force-Horn of Africa, Rear Admiral Phillip Greene near Lake Albert. It was also roughly half a year after the launch of AFRICOM.

Some may have been surprised by this latest announcement to invade another country by the Obama administration, but based on recent history, there are no real surprises here. Still, despite evidence that seems to fly in the face of the reason offered by Obama to send troops to Uganda, it is still worth scrutinizing his rationale.

Humanitarian Intervention for Kony?

If there is one thing that is nearly for certain, it is that the Lord’s Resistance Army and Joseph Kony, as awful as they are, likely have nothing to do with this most recent U.S. military engagement in Uganda.

In the end, it all comes back to oil, even if top-level U.S. officials maintain that this has “nothing to do with oil.”

For one, days before this incursion, it was announced that the “the Obama administration quietly waived restrictions on military aid to Chad, Yemen, Sudan, and the Democratic Republic of Congo (DRC)–four countries with records of actively recruiting child soldiers…Any country even remotely close to the horn of Africa (like these distinguished four) is just too strategically important…So, for the time being, it’s still guns for the kids,” wrote Mother Jones.

One of the rationales Obama gave for sending JSOC troops to Uganda, was that the LRA recruits and uses child soldiers, which, given this recent decision, made for the second consecutive year, is certainly not something high on the list of Obama’s concerns.

Furthermore, if human rights were actually the chief concern, why did the United States show interest in Kony only after the discovery of oil in the region? Not only that, but Kony, as many have made clear, is nowhere to be found in Uganda and is on the run or in hiding somewhere outside of the country.

To top it all off, Yoweri Museveni and his brother, the gun-for-hire Salim Saleh, both have deplorable human rights records, and unlike the LRA, maintain state control over the people of Uganda. An article titled “Uganda’s Tyrant,” written in 2007 by the Guardian, sums up the human rights situation under Museveni:

“President Museveni’s…regime is a constitutional dictatorship, with a rubber stamp parliament, powerless judiciary, censored media and heavily militarised civil institutions…Human Rights Watch and Amnesty International…confirm the harassment of Museveni’s political opponents, detention without trial, torture, extrajudicial killings, suppression of protests and homophobic witch-hunts.”

Abhorrent as his human rights record may be, the United States sent a $45 million military aid package to the Museveni-lead government in July 2011, which included four drones.

Do not be surprised if, months from now, ExxonMobil or another U.S. oil industry superpower walks away with drilling rights in the Lake Albert region and CNOOC, the current main possessor of Uganda’s Lake Albert oil resources, is sent packing.

Also don’t be surprised if Erik Prince and Salim Saleh lead Saracen International, working alongside JSOC troops, who work closely with the Central Intelligence Agency, are working as “security forces” off of the Albertine oil basin.

These are not only likely scenarios, but probable ones. Joseph Kony and his LRA allies might be taken down, but the people of Uganda, on the whole, will not benefit from this “humanitarian intervention.”

Things, unfortunately, will probably only worsen for the people of Uganda as time progresses.
